action

The first woman President of the United States is fatally struck by a bullet during her Independence Day speech. The assassin can barely escape. Three months later, an elderly couple found an injured man in the woods. He can't remember anything, not even his name. The only indication of his identity is the tattoo "XIII" on his neck. And soon it turns out that he must have had professional combat training. Not only does he have lightning-fast reflexes, he also has a decidedly killer instinct.

He tries to find out more from a chip card hidden in his watch. However, this only leads his pursuers on his trail. The elderly couple who looked after him are eliminated by a uniformed unit. The man without identity escapes the murderers in a car. In it he finds a photo that shows him and a woman. He locates the photo shop where the print was made and learns that the woman in the picture is called Kim Rowland. Everything indicates that the man without identity is her husband Steven Rowland. He is wanted as the president's murderer.

Ultimately, however, another truth emerges. The stranger is not Steven Rowland, but only assumed his identity after undergoing facial surgery to uncover a conspiracy against the state. His real name is Ross Tanner, and his own family was killed in a terrorist attack. Tanner exposes the conspirators and prevents an atomic bomb attack in Maryland on election day . The group of conspirators includes top government officials. Tanner is brought to Japan to have another facial surgery.

Finally, it turns out that the newly elected president, brother of the murdered president, was the main mastermind and that the photos of Tanner's alleged family were fakes. Tanner's true identity is known only to the man who recruited him. This in turn is completely anonymous. Tanner begins to doubt everything. In retrospect, it seems too easy to uncover the conspiracy and he decides to return.
