The DİTİB Central Mosque Cologne is a mosque in Cologne - Ehrenfeld and serves the Turkish-Islamic Union of the Institute for Religion (DİTİB) as the central mosque . There was public controversy about the building design and tower height of the minarets .
The official opening was originally planned for May 2012 and has been postponed several times due to construction defects . The inauguration took place on September 29, 2018 in the presence of the Turkish President Recep Tayyip Erdoğan and the Diyanet President Ali Erbaş .
planning
The building was to be built on the site of DİTİB's Germany headquarters on Venloer Strasse / corner of Innere Kanalstrasse in Cologne-Ehrenfeld. The architects Gottfried and Paul Böhm planned the building as a domed structure with two minarets. The five-storey building with a 35-meter-high dome and two minarets, each 55 meters high, was to offer space for 1200 worshipers. In addition to the prayer rooms, a library, training and seminar rooms, areas for shops and service providers and an underground car park were planned in the building complex on around 16,500 m² of usable space.
When the planned height of the minarets was discussed in August 2007, the architect Paul Böhm declared that a harmonious architecture cannot be achieved through compromises. With the help of a model and many drawings, he emphasized that the mosque blended in quite well with the structural environment, and that several office buildings nearby were even higher than the planned minarets. These should no longer be angular, as the model still showed, but round and rotated: This would make them appear lighter and more abstract. At that time, the architect expected construction to start in spring 2008.
On January 23, 2008, new plans with a reduced spatial program were presented to the public. On August 28, 2008, the Cologne city council finally decided the necessary changes to the development plan and thus created the legal requirements for the construction of the mosque. On November 7, 2008, the city of Cologne granted DİTİB the building permit .
Construction and delays
As of May 2009, the existing buildings on the property were demolished. Around 2,000 guests gathered for the laying of the foundation stone on November 7, 2009. Among others, the Turkish Minister of State Faruk Çelik , the integration commissioner of the state government Thomas Kufen , the Diyanet president Ali Bardakoğlu , architect Paul Böhm as well as Fritz Schramma and Jürgen Roters , former and current mayors of Cologne, spoke . After the speeches, the participants symbolically filled the foundation stones with cement and then transported them back to the excavation pit with a crane. The topping-out ceremony took place on February 2, 2011 after the shell of the 37 meter high dome and the two 55 meter high minarets had been completed. The building was to be inaugurated at the turn of the year 2011/2012 and finally opened in May 2012.
In October 2011 it became known that the client DİTİB had terminated the cooperation with the planning office of the architect Böhm. She accused the architecture office of deficiencies in the planning and construction of the mosque. According to DİTİB, around 2,500 existing construction defects were listed. Architect Böhm denied this and accused DİTİB of deliberately discrediting his architectural office. The new DİTİB board was accused of having a very traditionalist stance and of having a problem with Böhm. The Cologne politician Lale Akgün mentioned the ties between DİTİB and the religious authority Diyanet İşleri Başkanlığı and the AKP government in Turkey. The general political weather situation in Turkey and thus also at DİTİB in Cologne has become much more conservative.
On March 2, 2012, Böhm and DİTİB gave a joint press conference. Schramma had previously led a mediation process . After the opening date was postponed to 2013 in the summer of 2012, an opening date was not yet foreseeable in August 2014 either. In October 2015 the dome of the building was scaffolded to seal it against moisture. An opening in 2017 was announced in October 2016. On June 9, 2017, during Ramadan, the large domed hall, which has now also been designed inside, was used for the first time. The official opening was planned for 2017.
In September 2018 DİTİB announced that the Turkish President Recep Tayyip Erdoğan (AKP) would officially open the mosque on September 29 as part of his visit to Germany. The announcement of the DİTİB, NRW Prime Minister Armin Laschet would this occur together with Erdoğan, was denied by the state government ". A representative survey carried out on behalf of the Kölner Stadt-Anzeiger in June 2007 by the opinion research institute OmniQuest showed that 35.6% of Cologne residents were unreservedly in favor of building the mosque , another 27.1% were in favor of reducing the size planned at the time and 31 , 4% rejected the construction regardless of the architecture. The right-wing extremist citizens' movement pro Cologne protested against the mosque. A referendum against the new building failed at the beginning of May 2007 due to too many invalid supporter signatures.
Ralph Giordano protested against the mosque plans with the argument that "in view of the failed integration, they are creating a false picture of the true relationships between the Muslim minority and the majority society." This made the planned mosque in the headlines nationwide and internationally.
On August 14, 2007, the majority of the Cologne CDU spoke out against building the mosque in the planned size at a party congress, although both Mayor Fritz Schramma and NRW Integration Minister Armin Laschet had advocated the construction.
A suggestion by Günter Wallraff caused a sensation in September 2007. After DİTİB announced in the discussion about its planned large mosque in Cologne's Ehrenfeld district that it would also open it for cultural events, Wallraff suggested, to appease the critics of the building, that Salman Rushdie's work Die reading satanic verses . This could facilitate the integration of Muslims living in Germany by setting an example for the democratically enlightened basic order and setting a clear signal against Islamism. DİTİB rejected the proposal. Wallraff has meanwhile been threatened by Islamists on Internet forums. DİTİB accused Wallraff of uncompromising and lack of understanding for the religious feelings and concerns of the Muslim community members, but at the same time publicly protested against the death threats against Günter Wallraff. Wallraff considers the construction of mosques as such to be legitimate due to the fundamental right to religious freedom . He turned against critics like Giordano and declared that he wanted "not a cardboard mosque, but a tourist attraction".
The state board of North Rhine-Westphalia of the International Federation of Non- Denominational and Atheists (IBKA eV) also condemned in 2007 the “propaganda” against the mosque building in Cologne-Ehrenfeld.
Salomon Korn , architect and Vice President of the Central Council of Jews in Germany, does not consider the emerging "formal discrepancy" between contemporary exterior and traditional interior design at the Cologne Grand Mosque to be primarily an aesthetic phenomenon, but rather, similar to the Old Dresden Synagogue , which was destroyed in 1938 , for the symptom of a social phenomenon and as a compromise owed to the times.
opening
At the official opening of the mosque on September 29, 2018, which was held under massive police protection , Diyanet President Imam Ali Erbaş and President Erdoğan prayed together.
