Émile Bise

Emile Bise (born October 22, 1859 in Friborg ; † March 4, 1931 there) was a Swiss politician and State Chancellor of the Canton of Friborg . He was a member of the Conservative Party.

Life

His parents are Modeste Bise (1829–1907), General Commissioner and Councilor of State (1878–1881), and Marie-Elisabeth b. Bruegger, from Freiburg . On August 26th, 1885 he married Thérèse-Augustine Esseiva, daughter of Jacques-Julien-Casimir Esseiva, from Freiburg , Maules and Le Crêt .

After primary school in Freiburg , Emile Bise attended the St. Michael College and the Jesuit College in Innsbruck for two semesters . After 1879 the Matura has passed, he studied law at the Law School in Freiburg (1880-1881) and on the law faculties in Munich (1881-1882) and Paris (1882-1883). On July 22nd, 1881 , he obtained his legal license in Freiburg , on January 22nd, 1884 his certificate of proficiency and on October 28th, 1884 his patent . He completed his internship in the office of Louis Wuilleret, the leader of the Freiburg Conservatives. In the military he became a captain in battalion 14 in 1887. From 1914 to 1918 he was a judge at the Territorial Court of the 2nd Division.

In 1885 , Emile Bise succeeded Louis Bourgknecht as State Chancellor and held the office until 1894. Although he is a member of the Cercle de l'Union, he joins the staunch conservatives. As the successor to Georges Python , who has become a State Councilor, he teaches at the law school and in 1889 becomes professor of law at the newly founded university (international law, criminal law, criminal justice, legal history and from 1923/24 civil justice). He is Dean of the Law Faculty in 1896/97, 1906/07 and 1919/20, as well as Vice Rector 1900/01 and Rector 1899/1900. His publications include in particular Le Droit pénal de demain and Le Droit pénal de la Handfeste de Friborg en Uechtland.

After he left the State Chancellery, Bise continues to hold numerous academic offices and is also President of the Saane District Court (1894–1904), editor of the La Liberté newspaper (1904–1906) and public collector for the Saane district (1906–1931). From 1894 to 1931 he was deputy judge at the cantonal court. He is also General Councilor of the City of Freiburg (1893–1923) and a member of the Grand Council (1896–1906), which he presides in 1903 . He prepares the revision of the Friborg Criminal Code (1894) and works with the Councilors of State Georges Python and Louis Weck to draft the Friborg Introductory Act to the Swiss Civil Code (1910). Apart from that, he is parish councilor of St. Nicholas (1909–1930) and was involved in helping children in occupied Belgium during the First World War, for which he was awarded the Médaille de la reconnaissance belge.

A thirsty for knowledge and highly educated man, Emile Bise has been a member of the Société d'histoire du canton de Friborg since 1880 . He is also active in the economic society, the tourist office of the city of Freiburg and in the Société des Intérêts du Vieux Friborg, which represents the interests of the Burgquartier in matters of trams, bridges and regional railways.
