Özalp (until 1928 Kargalı , Kurdish : Qerqelî ) is a former district in the eastern Anatolian city of Van with the rank of a municipality ( Belediye ). It lies in the east of the province and is bounded in the east by the state border with Iran . Otherwise, the municipalities Çaldıran, Muradiye, İpekyolu, Gürpınar and Saray in the north form the internal borders counterclockwise. The community consists of 57 districts ( Mahalle ), which were villages ( Köy ) before the administrative reform . It is named after the military and politician Kâzım Özalp .
The place became known through the " Muğlalı Incident " massacre of over thirty Kurdish smugglers during World War II.

The community is on average 2100 m high. The highest mountain is the Pir Reşit at 3200 meters, followed by the Hızırbaba Dağı (3010 m) and İsabey Dağı (3000 m). Other high mountains are: Nezarabat (2950 m), Beyazitağa Dağı (2880 m), Ahta dağı (2810 m), Kuruhayal Dağı (2700 m), Mir Ömer Dağı (2700 m), Seydo Dağı (2675 m), Ziyaret Dağı ( 2670 m) and Melek Dağı (2560 m).
