A-Nord is the name of a line project as high-voltage direct current transmission (HVDC) within the framework of the network development plan (NEP) of the Federal Republic of Germany. A-Nord will be implemented as an underground cable in a new route. The project is carried out by the transmission system operator Amprion and is to run between Emden in Lower Saxony and Meerbusch - Osterath in North Rhine-Westphalia .

Together with the HVDC line projects Ultranet A-forms the so-called Northern corridor A . The Corridor A is a planned north-south connection to the low-loss transmission of high power over long distances, the wind energy generated primarily in northern Germany from onshore and offshore wind farms to transport in the western and southern Germany. Furthermore, conventional power plant capacities in western Germany (mainly lignite-fired power plants , until the phase out of coal- fired power generation in Germany ) and energy generation from photovoltaics (focus on southern Germany) are to be better connected. The HVDC link to the existing AC - high voltage lines relieve. Overall, the corridor consists of two projects: the northern project A-Nord (Emden to Osterath) and the southern project Ultranet (Osterath to Philippsburg ). The endpoints of the HVDC line A-North are the network connection points Emden Ost in Lower Saxony and Osterath in North Rhine-Westphalia. It is legally stipulated that the entire length of the HVDC line, around 300 km, must be installed as an underground cable. The two-stage approval process of the Federal Network Agency provides for the following steps in accordance with the Network Expansion Acceleration Act for the Transmission Network (NABEG):

  1. Step: Federal planning to define a route corridor
  2. Step: Plan approval procedure to determine a specific route (within the route corridor)

The construction work for the HVDC connection A-Nord is to start in 2023. Template: future / in 3 yearsThe connection is scheduled to go into operation in 2025 (as of 2019). Template: future / in 5 yearsIn October 2019, more than 60 test bores were carried out along various route variants to check the soil conditions. The planned costs for the HVDC link as of 2019 are given as 2 billion euros.

Federal planning

The federal sectoral planning provides for the creation of a spatial compatibility study (RVS) and the implementation of a strategic environmental assessment (SUP) as essential components . As a first step, the Federal Network Agency organizes one or more public application conferences as part of the federal technical planning, depending on the needs or complexity of the project.

A north from Emden to Osterath is procedurally divided into four sections. For all four sections of the route, the application for federal planning was submitted in the first quarter of 2018. The federal planning department defines a 1000 m wide route corridor, in which the 24 m wide underground cable connection can then be finely planned. The completion of the federal technical planning is expected at the end of 2020.

On the section between Emden and Lingen, Amprion is currently examining a bundling with the offshore HVDC systems BorWin4 and DolWin4 .

Plan approval procedure

After completion of the federal technical planning , the plan approval procedure can be applied for by the network operator, within the framework of which the exact routes and the technical design are bindingly approved. The competent authority is the Federal Network Agency, which involves the bodies responsible for public affairs as well as associations (including nature conservation organizations ) and affected private individuals.

Converters are installed at the two end points of the transmission line to convert the direct current into alternating current. The converters equipped with IGBTs are to be built near the Osterath substation and near the Emden Ost substation. The transmission capacity should be 2000 megawatts with an operating voltage of around 320 to 525 kilovolts .

Emden location

Emden at Borssum already there is a substation of TenneT TSO with converter stations for several North Sea - offshore HVDC systems . In spring 2019, a suitable area was found in Petkumer Sieltief for the location of the Amprion converter in Emden . The approval in accordance with the Federal Immission Control Act by the Emden Trade Supervisory Office is expected in 2021, and construction of the converter is scheduled to begin in 2022. A previously favored location in the port of Emden turned out to be technically unsuitable in a feasibility study .

Osterath location

Construction and commissioning

In May 2020, Amprion awarded the contract to the two manufacturers Sumitomo and Prysmian for the delivery and laying of around 600 kilometers of underground cable (a system of two pole cables of 300 km each, plastic-insulated, 525 kV). Construction is scheduled to start in 2023.
