Afiesl is a cadastral community of St. Stefan-Afiesl , in the upper Mühlviertel in the Rohrbach district of Upper Austria .

There is no place of the name in the real sense, the places here are called Unterafiesl and Oberafiesl .

Afiesl was - along with Köckendorf , Neuschlag and to the community already in October 2018 Helfenberg assigned Waldhauser - formerly independent municipality with last about 400 inhabitants. On January 1, 2019, it was merged with St. Stefan am Walde to form the new municipality of St. Stefan-Afiesl. Former municipal seat but of Afiesl was Neuschlag.

geography

Afiesl is located at an altitude of 714 m in the Upper Mühlviertel . The extension is around 4.4 km from north to south, around 5.5 km from west to east, the total area is 13.49 km², which puts the municipality in the lower middle range of the municipalities in the Rohrbach district. The lowest point of the community is in the valley floor near Waldhäuser at about 580  m above sea level. A. , the highest point of the community on a forest knoll near Oberafiesl at 895  m above sea level. A. In 2001, 57.8 percent of the municipal area was covered with forest, 38.5 percent of the area was used for agriculture. In comparison with the federal state of Upper Austria, Afiesl is therefore much stronger than the regional average (Upper Austria: 38.3 percent) or there is much less agricultural land (Upper Austria: 49.3 percent).

Geology and soils

The landscape of the municipality is part of the Bohemian Massif, which goes back to a very old mountain range that was created by the Variscan mountain formation in the Paleozoic ( Carboniferous ). After the strong erosion of the former high mountains, during the Alpidic mountain formation in the Tertiary, the crystalline basement was abolished by several 100 meters, causing fractures and faults. Subsequently, sediments were deposited in the Tertiary and Quaternary periods . The types of soil in the municipality are in particular Silkiat brown earths (acidic brown and bleached earth soils) over thick to less thick clay covers. These show an increasing podsolization with increasing height and are converted to gley , moor and peat soils when waterlogged.

Landscape and vegetation

The municipality of Afiesl is characterized by the Bohemian Forest and its foothills. Measured by the nature conservation spatial structure of the province of Upper Austria, the Hinterwald lies in the north of the municipality in the Bohemian Forest spatial unit , the rest of the municipality belongs to the southern Bohemian Forest foothills . While the back forest is an almost closed forest area in the northern third of the municipality, the forest south of the back forest is gradually loosening up. Here there is a loosely populated, hilltop hill country with a rich structure. The dominant vegetation in the municipality are coniferous forests of different ages, whereas pure deciduous forests hardly play a role. Deciduous trees are rather limited to the forest edges, where predominantly beeches are mixed with the dominant spruce trees. Occasionally there are also common oaks, in more humid locations also ash, black alder and sycamore maple. The main focus of agriculture is on grassland, but arable farming is rare. In addition, there are scattered orchards. Extensive lean grassland only exists in isolated cases.

The municipality of Afiesl is congruent with the cadastral municipality of Afiesl, with five districts being distinguished. The southernmost district and on the Böhmerwald Straße (B 38) is the scattered settlement of Waldhäuser ( 700  m above sea level ), which also includes the hamlet of Waldmühle and the hamlet of Zölsen. In 2001, Waldhäuser consisted of a total of 36 buildings, with two workplaces and nine agricultural and forestry operations in the district. To the northwest of Waldhäuser lies the Rotte Neuschlag ( 714  m above sea level ), the main town of the municipality. In 2001, Neuschlag comprised 37 buildings, a workplace and 19 agricultural and forestry operations. North of Neunschlag and south of the Hinterwald are the Rotten Oberafiesl ( 840  m above sea level ) and Unterafiesl ( 800  m above sea level ), with the Helfenberger Hütte belonging to Oberafiesl and the Salmesmühle belonging to Unterafiesl. In 2001, Oberafiesl had 30 buildings, three workplaces and 12 agricultural and forestry operations, Unterafiesl consisted of 18 buildings, two workplaces and six agricultural and forestry operations. The Rotte Köckendorf ( 801  m above sea level ), to which the Rotte Kollerhäuser ( 760  m above sea level ) and the hamlet Löfflersäge belong, extends to the east of the municipality . In 2001 Köckendorf had 37 buildings, two workplaces and 17 agricultural and forestry businesses.

history

Originally located in the eastern part of the Duchy of Bavaria, the municipality has belonged to the Duchy of Austria since the 12th century and has been part of the Principality of Austria ob der Enns since 1490 . In 1787 the place was first mentioned as Einfüßl . The name is said to be derived from a disabled soldier who only had one foot (a foot) and lived in a hut in the back forest. In the 1850s the place became an independent municipality in Austria ob der Enns or in the federal state of Upper Austria.

After Austria was annexed to the German Reich on March 13, 1938, the village was incorporated into the community of Helfenberg, but became independent again in 1949. The merger to form St. Stefan-Afiesl took place in 2019.

Municipal council

The strongest parliamentary group in Afiesl's municipal council has always been the ÖVP, which between 1973 and 2015 was always able to achieve an absolute majority of votes and mandates. The ÖVP achieved election results between 63.67 and 76.1 percent during this period. The second strongest party was always the SPÖ, which won between 18.69 and 38.6 percent of the vote. The SPÖ recorded its best election results between 1985 and 2003, when it achieved 33 to 39 percent. The Freedom Party of Austria (FPÖ) never took part in local council elections in Afiesl between 1973 and 2003. In the last municipal council election in 2015, the ÖVP won 63.67 percent or nine seats, which was the ÖVP's worst election result. The SPÖ achieved 18.69 percent and two seats, the FPÖ 17.65 percent and also two seats.

The mayor has been determined by direct election since 1997 , with no absolute majority for a candidate in a runoff election . Erhard Grünzweil from the ÖVP has been mayor since 1989. In the previous direct mayor elections, Grünzweil was able to prevail with more than 90 percent of the votes, although there was no opposing candidate in the previous elections. The Vice Mayor was also provided by the ÖVP.

Other options

As in municipal council elections, the ÖVP also dominates regional elections in the municipality, although the dominance of the People's Party has declined noticeably since the 1970s. Nevertheless, the ÖVP has always been the party with the strongest vote since 1973, three times it even achieved a two-thirds majority. The ÖVP achieved its best result in this period in 1973 with 75.3 percent, since then it has lost almost successive votes. The ÖVP recorded its worst result in 2003 with 58.0 percent. The second strongest party in state elections was always the SPÖ, with election results between 22.8 percent and 32.4 percent. The SPÖ had its best result in 2003, its worst in 2009. With the exception of 2003, the third strongest party was always the FPÖ, which achieved election results between 20 and 12 percent in state elections. In 2003 the FPÖ was behind the Greens. In the state elections in 2009, the ÖVP came first with 58.5 percent and their second-worst result to date. The SPÖ only got 22.8 percent and had to accept its worst result so far. Third strongest party was the FPÖ with 9.8 percent, fourth strongest the Greens with 5.7 percent.

The coat of arms was awarded to the community of Afiesl on October 12, 1981 by the Upper Austrian provincial government. The blazon reads: Divided by gold and green in the fir tree cut; below a silver wave bar, in it three black, large stones. The community colors are white-green.

The municipal coat of arms symbolizes the characteristic landscape in the municipality with the back forest, part of the Bohemian Forest , and the stone mill with its scree slopes in the river bed.

Population structure

In 2013, 410 people lived in the municipality of Afiesl, making Afiesl the municipality with the lowest number of inhabitants in the Rohrbach district. In terms of population density, Afiesl was the municipality with the second lowest population density in the district area. At the end of 2001, 96.9 percent of the population were Austrian citizens (Upper Austria 92.8 percent, Rohrbach district 96.9 percent), by the beginning of 2013 the value had changed to 96.3 percent (Upper Austria 91.1 percent, Rohrbach district 96, 9 percent) hardly. In 2013, only 15 foreigners were counted in the municipality, all of whom came from EU countries. In 2001, 96.5 percent of the population committed to the Roman Catholic Church (Upper Austria: 79.4 percent), 2.1 percent were without a religion.

The average age of the community population in 2001 was slightly below the national average. 21.5 percent of the residents of Kleinzell were younger than 15 years (Upper Austria: 18.8 percent), 59.7 percent between 15 and 59 years old (Upper Austria: 61.6 percent). The proportion of residents over 59 years of age was 18.9 percent, slightly below the national average of 20.2 percent. As a result, the average age of the population of Afiesl changed in all segments. The proportion of people under the age of 15 fell to 15.4 percent as of January 1, 2013, while the proportion of people between the ages of 15 and 59 increased significantly to 68.8 percent. By contrast, the proportion of people over 59 years of age fell to 15.9 percent. According to marital status in 2001, 46.2 percent of Afiesl's residents were single, 46.9 percent married, 5.0 percent widowed and 1.9 percent divorced.

Population development

The community of Afiesl recorded an almost gradual decline in population between the late 19th century and the beginning of the 21st century. Overall, the municipality lost almost 40 percent of its population between 1869 and 2013. Particularly strong population declines were recorded in the municipality, especially between 1869 and 1900, around the time of the First World War and in the 1950s and 1960s. Since 1971 the population of the municipality has stagnated at a very low level. The reason for the decline in population is in particular the emigration from the community. There has been a negative migration balance for decades, which has been largely offset by the birth surplus in the period since 1971. Since 2001, the birth surplus in the municipality has been lower than emigration, which is why the number of inhabitants has recently decreased slightly.

The area of ​​the former municipality of Afiesl is essentially connected to the public road network by two roads. In the south of the municipality in the district of Waldhäuser, the Böhmerwald Straße runs from west to east. It connects the community with Helfenberg in the west and Schönegg or Vorderweißbach ( Urfahr-Umgebung district ) in the east. The second important connecting road is the Afiesl-Guglwald district road (L 1544), which connects Ober- and Unterafiesl in the north of the municipality with St. Stefan im Walde in the west and Schönegg in the east.

The Afiesl volunteer fire brigade was probably founded in 1934, whereby the community supported the establishment with the purchase of a handcart syringe and the approval to build a fire station . In 1936 the fire brigade was used for the first time in a fire in Unterafiesl 14, the fire station was blessed on June 1, 1936 by the parish provisional from St. Stefan. On January 1, 1942, the Afiesl volunteer fire brigade was subordinated to the Helfenberg fire brigade; after the end of the Second World War, the Afiesl volunteer fire brigade was re-established and independent again. In 1962 the fire brigade bought a fire brigade trailer for the first time, in 1963 an extinguishing water pond was built in Köckendorf, and in 1964 an extinguishing water pond was built at the Pürmayr inn. The construction of the fire station at its current location began in July 1972, the opening took place in 1973. Between 1999 and 2000 the renovation and new construction of the fire station took place.
