Sergeant James Dunn serves as a sniper in the Gulf War . He refuses to carry out the order to shoot an unarmed 10-year-old boy. In the scuffle that escalated in the course of this refusal to give orders , he killed his superior in self-defense . Nevertheless, he is sentenced to death . The prisoner transport to death row is ambushed, Dunn is freed and Lt. Col. Grant Casey recruited for the Black Sheeps special unit .

James Dunn is charged with the attack on industrialist Donald Bickhart, who sells biological weapons on the black market . In this attack , which is planned at a local hospital for war veterans for the opening ceremony of the new wing, which is wife of the US president killed. The fatal shot was not fired by Dunn, but by a second shooter. This was confirmed by the doctor Dr. Victoria Constantini, who, before the camera is removed from her by the security forces, can exchange the video cassette for an empty one.

After the failed attack, Dunn is hunted down, with General Woodward directing the hunt for him through the FBI , LAPD , CIA and the military . Dunn learns through the media from Dr. Constantini and seeks her in her house to take the videotape that can prove his innocence. He saves Dr. Constantini before an attack by the military that deposited a bomb in their home. Slowly he can gain their trust and both withdraw to a disused military base .

From there they organize a meeting with a television journalist, whom Dunn hands over the video to be broadcast on television. When the journalist reached the television station, the military was waiting for him there to confiscate the cassette before it was broadcast.

Meanwhile, Dunn learns that illegal medical experiments have been carried out on soldiers, and the first lady was on the verge of uncovering the scandal. The deputy CIA director Kenny Rackmill is informed by Dunn about Woodward's foul play. Rackmill, however, demands solid evidence for his allegations, which Dunn wants to provide him. Ultimately, Dunn succeeds in asserting himself against the conspirators and single-handedly proving his innocence.

Reviews

James Berardinelli wrote on ReelViews that the film was yet another "poorly executed" thriller about a government conspiracy. The script was "ridiculously absurd", the dialogues were the worst dialogues in one of the films released in cinemas at the same time. The action films are not known for their intelligence, but the latter adopts the “stupidity” of the audience too much.

Peter Stack referred to the film in the San Francisco Chronicle of October 10, 1997 as "idiotic entertainment", but it would be "skillfully" made.

"An effective political thriller with unmistakable allusions to the Vietnamese" Mi Lai "massacre, which admittedly takes place in the pessimistic portrayal of state violence, but clearly falls short of the requirements of the genre and cannot be understood as a serious examination of political realities."
