Anatolij Kyrylowytsch Kinach ( Ukrainian Анатолій Кирилович Кінах , scientific transliteration Anatolij Kyrylovyč Kinach ; born August 4, 1954 in Bratuseni in Edineț district , Moldova ) is a Ukrainian politician. He is the chairman of the Party of Industrialists and Entrepreneurs of Ukraine (PPPU) and was Prime Minister of Ukraine from 2001 to 2002 .

Life

Kinach comes from the Ukrainian village of Bratuseni in Moldova and studied shipbuilding in Leningrad ; In 1978 he left the institute as a shipbuilding engineer . From 1978 to 1992 he worked in shipyards in Tallinn (until 1981) and Mykolaiv in southern Ukraine, from the beginning as a dock foreman to production manager. In 1990 he was nominated as a member of parliament by the workers in his shipyard and elected to the Verkhovna Rada , the Ukrainian parliament. There he worked in the Commission for Economic Reforms and in the Department of Economics. During his time as a Member of Parliament, new company and property laws were drawn up and passed.

In 1992 Kinach was sent to Mykolaiv Oblast as the President's spokesman and head of administration , and two years later he was elected Chairman of the Oblast Parliament. From 1995 to 1996 he held the office of Deputy Prime Minister for industrial policy issues; In addition, in 1996 he was the President's Advisor for the Industrial Sector and Chairman of the Ukrainian-Japanese Economic Commission.

In 1997 Kinach was elected chairman of the Ukrainian Union of Industrialists and Entrepreneurs (USPP). He has also served on numerous economic committees inside and outside Parliament, including the Committee on Economic Reform, Investment Promotion, Against the Financial Crisis, Tax Reform and others. In July 1997 he was appointed to the President's Economic Council as chairman of the inter-ministerial commission for the privatization of strategically important industries.

Kinach was Deputy Prime Minister from September to December 1999. After the subsequent reign of Viktor Yushchenko and his resignation after a vote of no confidence on May 29, 2001, he was appointed by President Leonid Kuchma as his successor in the office of Prime Minister of Ukraine. Kinach's successor was Viktor Yanukovych since November 2002 .

In the parliamentary elections in the spring of 2002, Kinach was re-elected as a member of parliament for the government bloc “For the United Ukraine” ( За єдину Україну ), but would have had to give up his post as head of government. He therefore renounced his seat in parliament. Kinach has been the chairman of the Party of Industrialists and Entrepreneurs of Ukraine (PPPU) since December 2002 . In this function he advocates economic development in Ukraine and maintains international relations. In 2004 he organized an international conference in Brussels together with the Ukrainian-German Forum, of which he is chairman of the board .

Kinach received the Order of Prince Yaroslav the Wise 5th grade in August 2004 and 4th grade in 2007. In 2004 he ran as a candidate in the first round of the presidential election and achieved sixth place among the 24 candidates with 0.93 percent. During the “ Orange Revolution ” after the runoff elections, he supported the opposition leader Viktor Yushchenko.

On February 4, 2005, Parliament confirmed his appointment as First Vice-Prime Minister in the government of Prime Minister Yulia Tymoshenko . After the parliamentary elections in 2006 he changed political camps and on March 21, 2007, he joined the second Yanukovych cabinet as Minister of Economics . In the early parliamentary elections in 2007 he came to the Verkhovna Rada on the list of the Party of Regions .

Kinach is married and has three daughters.
