Winifred Ann Taylor, Baroness Taylor of Bolton , PC (born July 2, 1947 in Motherwell , Lanarkshire ) is a British politician ( Labor Party ). From October 5, 2008 to May 11, 2010, she was Minister of State for International Defense and Security at the Ministry of Defense and the Foreign and Commonwealth Office .

life and career

Taylor was born in Scotland to John Walker and Doreen Bowling , but lived in the north of England from early childhood . She attended the Bolton Grammar School in Bolton . At Bradford University she earned a degree in Political Science and Modern History (BSc 1969). She graduated from the University of Sheffield with a Master of Arts in economic history . Taylor was a part-time teacher and tutor at the Open University . She also worked as a monitoring officer for a public housing company. She also worked and taught in schools for toddlers.

She was a member of Holmfirth's Urban District Council from 1972 to 1974 . As early as February 1974 she entered her later constituency without success. From October 10, 1974 to June 9, 1983, she sat for Bolton West , then from June 11, 1987 to May 5, 2005 for Dewsbury in the House of Commons . She failed in the 1983 election .

From 1975 to 1976 she was Parliamentary State Secretary to Fred Mulley , then Secretary of State for Education and Science, and then from 1976 to 1977 during his time as Secretary of Defense . Taylor was Assistant Government Whip in the government of James Callaghan from 1977 to 1979 . From 1979 to 1981 she was the opposition spokesperson for Education & Science . From 1981 to 1983 and from 1988 to 1992 she held this office for the environment. From 1992 to 1994 she was Secretary of State for Education in the Shadow Cabinet . She was shadow chancellor of the Duchy of Lancaster from 1994 to 1995 and from 1994 to 1997 Shadow Leader of the House of Commons . From 1994 to 1998 she was a member of the House of Commons Commission .

After the victory of the Labor Party in the general election in 1997, she became the leader of the government in the House of Commons ( Leader of the House of Commons ) and Lord President of the Council , which she remained until 1998. Also in 1997 she became a member of the Privy Council . From 1998 to 2001 she was a senior Whip of the Government ( Government Chief Whip ) and Parliamentary Secretary of the Treasury of the British government. From 2001 to 2005 she was Chair of the Intelligence and Security Committee . Her appointment was criticized by the opposition Liberal Democrats .

Taylor served on several special committees of the House of Commons. In 1995 she was a member of the Select Committee on Standards in Public Life (Nolan Select Committee) . From 1995 to 1997 she was a member of the Standards and Privileges Committee . From 1997 to 1998 she was Chair of the Select Committee on Modernization . In 2001 she was a member of the Intelligence and Security Committee . From 1997 to 1999 she was a member of the Committee on Parliamentary Privilege . As a backbencher , Taylor supported a Private Member's Bill , the ( Succession to the Crown (no 2) 'Bill ), which was supposed to eliminate discrimination in terms of religion and gender in the line of succession.

Taylor did not run again in 2005. Shahid Malik was nominated by the Labor Party as its constituency candidate.

In 1966 she married David Taylor. She is the mother of two children.

Membership in the House of Lords

On June 13, 2005, she was named a Life Peer , Baroness Taylor of Bolton, of Bolton in the County of Greater Manchester.

On November 7, 2007, she became Minister of State for Procurement in the Department of Defense ( Defense Equipment and Support ), replacing Paul Drayson . As a result of the cabinet reshuffle in October 2008, she became Minister of State for International Defense and Security at the Ministry of Defense . She held this office until 2010, before being replaced by Gerald Howarth . From 2009 to 2010 she was Minister of State for the Foreign and Commonwealth Office .

Since 2005 she has been Vice-chair of the Forestry Group . She gives education , home office politics , secret service and security policy as her political interests .

Voting behavior

The Public Whip states that they voted “very strongly” for the Iraq war , as well as for legal equality for homosexuals and the Foundation Hospitals . However, in 1994 she voted against a proposal by Conservative MP Edwina Currie to add an addition to the Public Order and Criminal Justice Bill with the aim of lowering the age of consent for homosexual contacts to 16 years.

Other offices

Taylor has been the Deputy Chair of the Independent Football Commission (IFC) since 2002 .
