The Antonov An-38 is a small regional and multi-purpose transport aircraft of Ukraine from the 1990s. It is a shoulder decker with a double tail unit and rear loading ramp and is also suitable for more remote areas. In principle, it is an extended An-28 with new engines and modernized electronics.

The first prototype was presented in May 1991 and was equipped with two Rybinsk TWD 100B engines with 941 kW (1,279 PS). For the series copies, it was planned to equip them with Gluschenko TWD-10 or TWD-20 motors. A pure freight version with the payload increased to 3200 kg was also planned, called the An-38K. In the end, however, the aircraft was adapted to the conditions of the western market and equipped with US TPE331 drives and corresponding avionics. The first flight of this prototype, known as the An-38-100, took place on June 23, 1994. The first production aircraft was delivered to Vostok Airlines in June 1997 . The variants An-38-110 and An-38-120 followed.
