Former defense attorney Norman Kane and ex-cop Frank Dooley try to earn a living as security guards at Guard Dog Security , which is run by gruff Clarence O'Connell. After a single afternoon of training, they are made partners by training director Maggie Cavanaugh, who is also O'Connell's daughter. When a warehouse they are supposed to be guarding is robbed within a short time, it gradually dawns on them that something is wrong. After a heavy union fine, they try to find out more about the robbery.
In their investigation, Kane and Dooley suspect that the people behind it come from within their own ranks. Together with Maggie and O'Connell, who refuses to hold on to the plot any longer, Kane and Dooley manage to arrest the corrupt union president Michael Carlino and his allies Anthony Lazarus and Clyde Klepper. Dooley is taken back to the police as a result, as is Kane.
