August Heinrich Borgstede , from 1803 from Borgstede , (* December 5, 1757 in Hoya ; † July 7, 1824 in Stargard in Pomerania ) was a Prussian Finance Councilor, chairman of the General-Ober-Finanz-War- und Domainen -directory , civil commissioner von Pomerania and member of the Prussian State Council .

Life

August Heinrich Borgstede was the son of a doctor and studied camera and law from 1775 at the University of Halle . In 1779 he joined the civil service as an expeditionary secretary at the Justice Department of the Kurmärkischen War and Domain Chamber . He was examined in 1785 by the senior examination commission. At the beginning of 1787 he became an assessor , at the end of 1788 he became a real war and domain council, in 1790 he became the second director of the Kurmärkische Kammer and director of the chamber justice deputation. From 1789 to 1790 he was a councilor at the senior medical college. From 1791 to 1804 he was a member of the general management of the rural poor institutions of the Kurmark.

In May 1795 he became a secret finance councilor in the general directorate of the Kurmärkisches department. From 1797 to 1800 he worked in the Department for East , New East and West Prussia with Karl Wilhelm von Schrötter . In 1798 it belonged to King Friedrich Wilhelm III. selected by the Immediatfinanzkommission. From 1799 to 1800 he also belonged to the Franconian Department under Karl August von Hardenberg . From May 1796 or from 1798 to 1804 he was a member of the Law Commission, from 1799 to 1803 of the Ober-Revisions-Deputation for the decision of the Cameral, Financial and Judicial matters and from 1800 to 1804 of the Jurisdictions Commission for the decision of the judiciary Collegiis and Domain Chamber disputes.

From 1800 he was chairman of the council in the Vossian department for the Kur- and Neumark and in the Pomeranian department. After the occupation of Prussia by the French, he followed the Prussian state government to Königsberg and Memel . In 1807 he was appointed General Civil Commissioner of Pomerania and the Neumark by the king. Together with the Stettin Chamber President von Heydebreck, he had to negotiate the Pomeranian war contributions imposed by the French . In 1808 he was retired. Since that time he stayed on his estates.

In 1822 the king called him to advise on the establishment of the provincial estates. In 1823 he became a member of the Prussian State Council. In the same year he was elected by the knighthood of the Saatziger district as a member of the Pomeranian Provincial Parliament . The king appointed him marshal of the state parliament . However, he could no longer take effect in this office because he died in 1824.

August Heinrich Borgstede was married to Johanna Caroline Bennecke (1771–1831), the daughter of the district councilor Carl Ludwig Bennecke (1737–1820), since 1790. The marriage came from the son August Friedrich Borgstede (1792-1837).

Memberships and honors

Borgstede was a member of the Märkische Economic Society in Potsdam. From 1798 he belonged to the Philosophical Class of the Academy of Sciences in Berlin. From 1798 to 1812 he was director of the academy, then an honorary member.

In 1803 he was raised to the Prussian nobility. In 1824 he received the Order of the Red Eagle, 3rd class.

Fonts

August Heinrich Borgstede wrote two books. In the legal and economic principles of general leases of domains in the Prussian states. (Berlin 1785) he described in detail the guidelines for setting the amount of rent. The second edition published in 1797 speaks for the importance of this book for the state budget, in which the income from the domains was an important source of income.

The statistical-topographical description of the Kurmark Brandenburg. (Vol. 1, Berlin 1788) was an attempt to statistically record the state territory in order to obtain a basis for government measures and an overview of the available resources. The collection and processing of this information was associated with a high expenditure of time and effort due to the limited communication options.

Apartment and property

There is evidence that Borgstede had had a residence in Berlin since 1781. Probably since 1793 he owned the former palace of the State Minister von Zedlitz in the Neue Münzstraße , which was known for its splendid interior design with two halls. After moving to the Jordansche Haus at the corner of Friedrichstrasse / Französische Strasse in 1799 , he lived at Behrenstrasse 32 from 1800 .

By Captain Otto Friedrich Ludwig von Schack he bought in 1799 for 170,000 dollars, the Good Prillwitz in Pomerania with the outworks Louisenhof and United Lindenbusch . He had the estate converted into a modern business enterprise. In 1802 Borgstede had the first merino sheep farm set up in Pomerania and a dairy built. In 1804 he put on a new Vorwerk, which he later named Augustthal . He had Heinrich Gentz build a new mansion and a landscape park was created. But in 1821 he sold Prillwitz to Prince August of Prussia for 256,000 thalers .

In the Naugard district he acquired the Lübzin estate , which his son probably managed while Borgstede lived in Stargard .
