The two young Englishmen Davies and Carruthers spend their vacation in the late summer of 1901 on Davies sailing yacht Dulcibella in the East Frisian Wadden Sea . Here they meet the mysterious Mr. Dollmann, who allegedly wants to lift a gold treasure from a wreck off the island of Memmert- Sand near Juist and is supported by the Imperial Navy . Davies falls in love with Dollmann's daughter Clara.

Davies and Carruthers discover that the treasure hunt is just an excuse for the Imperial Navy to try out a plan to invade England in The Wash area . They also discover that Dollmann was an officer in the Royal Navy who defected to the German side. You come across a gigantic warehouse near Bensersiel , which is used by the Navy as a storage facility for boats that are to be towed to England with troops and tugs. They manage to break into the hall twice. The second time, Carruthers learns specifically about the invasion plan.

When he was already on the way back to England on the train, he discovered in Emden that Kaiser Wilhelm II was personally involved in the preparations for the exercise and returned to Bensersiel wearing the guise of a German sailor . He sneaks aboard the tugboat on which the Kaiser embarks and sabotages the attempt to tow with a barge. A chaos ensues on board in which the Kaiser helps Carruthers to escape with a rowboat. When the emperor realizes that he has helped a spy and saboteur to escape, he orders the troops to open fire on the fleeing Carruthers, which fails due to the darkness.

Carruthers and Davies put Dollmann on board his yacht. They give him the opportunity to flee to Holland with his second wife, Clara's stepmother, on board the Dulcibella , while they and Clara leave the German waters for England on board Dollmann's yacht. The tugboat with the Kaiser on board sees the Dulcibella with Dollmann on board. While a naval officer tries to prevent a collision with the yacht, the Kaiser consciously takes the helm and rams the yacht, which immediately breaks into several parts and sinks.

Deviations from the literature

While the first half of the film plot is still based on the novel, it then deviates significantly from the literature. The appearance of the emperor and the death of Dollmann caused by him is a dramaturgical construction of the scriptwriter or the director; in the novel, Dollmann commits suicide.

The lexicon of international film judged that film production was "[a] old-fashioned narrative cinema in the best sense of the word".
