Carl Samuel Neumann Edler von Buchholt (* 1722 in Passarowitz , variant Belgrade , Holy Roman Empire ; † January 25, 1782 in Macea , Arad County , Austria-Hungary ) was a member of the provincial administration of the Timisoara Banat . Neumann was in the 1764 erbländisch - Austrian nobility raised.

Carl Samuel Neumann came to the Banat at the age of 20 as sub-administrator of the Lippa district (1742–1754) . At times he also worked in New Arad . From 1754 to 1770 Neumann was a civil servant in the Lipova Salt Office . In 1764 he was raised to the hereditary-Austrian nobility. From 1766, Carl Samuel Neumann was involved in the Habsburg colonization of the Banat and, along with administrative councilor Johann Wilhelm Edler von Hildebrand, was an important contributor to this structure.

The settlement system he represented was initially based on the settlement method. This was motivated above all with regard to the preservation of predicates so as not to endanger the administration's income. Due to the high number of immigrants, Neumann soon had to decide to found a new company. However, he chose a very slow method, in which solid but extremely expensive log houses were built, which required a much longer construction period and also burdened the colonists with very high debts from the start.

During this activity Neumann founded the following villages in the Banat for German colonists: Engelsbrunn , Schöndorf , Bogarosch , Kleinjetscha , Heufeld , Mastort , Albrechtsflor , Marienfeld , Blumenthal , Seultour , Sankt-Hubert , Charleville , Charlottenburg , Altringen , Neuhof , Buchberg , Wiesenhaid , Kreuzstätten , Royal court . In addition to the newly founded villages, the following Banat villages were expanded under his supervision: Guttenbrunn , Lipova, Neu-Arad, Neudorf , Sanktandreas .

From 1776 to 1778 Carl Samuel Neumann was administrative councilor of the provincial administration of the Temescher Banat. After the Banat was attached to the Kingdom of Hungary as a result of the Austro-Hungarian settlement , Neumann had to give up his work in the regional administration in 1779. Most recently he was the syndic of the Radnaer Konvikt , where he was buried in the crypt of the Franciscan Church after his death in 1782.
