The village of Cedar Bluffs was officially established on July 26, 1886, when properties were parceled out and sold there as part of the extension of the Chicago & North Western Railroad . The name of the place derives from a cedar- covered river bank, north of Cedar Bluffs flows the South Platte River . At that time, the place was the only other settlement between the cities of Freemont and Wahoo . The first operation to open in Cedar Bluffs was a tool shop.

The town's third church, St. Matthews Lutheran Church, was built in 1965 after the church previously used by the parish about seven kilometers south of Cedar Bluffs collapsed in a storm. In 1969 a primary school was built right next to the existing school.
On September 1, 1981, the operation of the local railway line was stopped, the railway line was dismantled until 1983. Today Cedar Bluffs has a volunteer fire department and an American Legion post .
