The Confédération Interalliée des Sous-Officiers de Réserve ( CISOR ), until 2013 the Association Européenne des Sous-Officiers de Réserve ( AESOR ), is the umbrella organization of the national European reserve NCOs within NATO and beyond. CISOR has 14 participating countries under the presidency of Belgium . This non-profit organization was founded on June 1, 1963.

history

Even before the Second World War there were numerous contacts between the reserve officers' associations in Belgium , France and the Netherlands , which revived in 1946 after the end of the war. They led to the first congress and the formal founding of the “ Confédération Interalliée des Officiers de Réserve ” (CIOR) on November 20, 1948 in Brussels . Gradually added: Luxembourg (1952), Denmark (1956), Greece (1956), the United States (1958), Italy (1960), Germany (1961), Great Britain (1963), Canada (1964), Norway ( 1966) and Spain (1992).

CISOR was founded on the initiative of the Fédération Nationale des Associations des Sous-Officiers de Réserve (FNASOR) under the name Association Européenne des Sous-Officiers de Réserve (AESOR) on June 1, 1963 at the naval base in Toulon . The ratification of the Charter was made by the former representative of the non-commissioned officers from Belgium, Luxembourg, the Federal Republic of Germany , the Switzerland and France .

The German Vice President of AESOR was Sergeant Major dR Klaus Günnewig in the 1990s . During a festive ceremony, after two years of successful work at the helm of AESOR, Captain Michael Warfolomeow handed over the presidency to his successor, the Swiss Alfons Cadario, in the Hofgarten building in Sigmaringen .

Warfolomeow then remained the German Vice-President and Head of the German Delegation and handed over his office in 2005 to Sergeant Major Frank Ochel, Geslau .

From September 12th to 15th, 2007 the international AESOR competitions for NCOs took place in Linz . On December 1, 2013, the German vice-presidency of CISOR passed from Frank Ochel to chief boatman Oliver Bindi, Wiesbaden .

The German reservists won the CIOR comparison in Warsaw in 2011 . At the international military competitions of AESOR from July 6th to 10th 2011 in Toledo the German reserve NCOs won the cup. The NCOs traveled to Draguignan in France in mid-June 2013 and the officers, NCOs and crews together to Brno in the Czech Republic at the end of July 2013 to defend their titles. A training week from April 1 to 7, 2013 in Hammelburg was the first qualification for this.

The association changed its name on February 22, 2013 unanimously with the approval of the member countries. Since then the name has been the Confédération Interalliée des Sous-Officiers de Réserve (CISOR).

A selection and preparation seminar took place from April 12-14, 2013 at the Bundeswehr Academy for Information and Communication in Strausberg with a view to the formation of a new, committed organizational team . Vice President Frank Ochel was in charge. He said: “We are moving towards NATO. We determine what we bring on the way. "

From October 18-19, 2013 the German delegation visited the congress in Toulouse . The event took place in the Palais Niel . The autumn seminar of the German delegation took place from November 29 to December 1, 2013 in the premises of the Theodor Heuss Foundation in Gummersbach . The focus of this working conference was the CIOR Congress from August 4th to 8th, 2014 in Fulda .

By unanimous decision of the Comité Central, the Netherlands was accepted as a full member of CISOR on February 22, 2014 in Nantes . Great Britain has been a full member of CISOR since 2019.

Vice President CISOR (GE) has been Reinhard Knott, district chairman of the Oberpfalz-Süd district group of the Association of Reservists of the German Armed Forces e. V.

structure

According to its own statements, CISOR is politically independent. The organization has represented the interests of the Reserve NCOs since 1963. Congresses take place in years with even numbers. The national delegations are each represented by a CISOR vice-president, who is also the head of the delegation, and up to five members in the commissions. From July 1, 2014, Tomaž Lavtižar ( Slovenia ), successor to Maître Principal Philippe Cogan (France), President of the “Fédération Nationale des Associations des Sous-Officiers de Réserve” (FNASOR) was at the helm. On June 4, 2016, Ilpo Pohjola (Finland) took over the presidency. On June 30, 2018, the presidency was handed over to Michel d'Alessandro (Belgium) in Rovaniemi .

The states of Canada and Estonia , most recently so-called observers, were accepted as new, full members of CISOR at the Central Committee meeting in 2019.

Today the association comprises the reserve NCOs from the following countries: Belgium, Denmark, Estonia, Finland, France, Great Britain, Canada, the Netherlands, Austria , Poland , Switzerland, Slovenia, Spain and the Federal Republic of Germany. Portugal has been participating as an observer since 2006. The CISOR presidency, which is guaranteed to all nations for two years, works with an office and commissions. It organizes a congress one year and a multi-day sports competition the following year.

Since its foundation, CISOR has made significant contributions to strengthening the alliance and to further developing the security policy of its home countries. CISOR promotes and organizes advanced and advanced training measures, international seminars and working meetings for reserve NCOs.

It is the mission of CISOR to consolidate the reputation of the NCOs, to appreciate their services and, with the involvement of all military personnel, to spread a positive image.

The current statute provides that, together with civil and military authorities, international and national, CISOR contributes to the creation of an international defense system to secure freedom in the world. These are the goals:

a) to participate in the creation of a common international reserve statute.
b) To improve the military efficiency of all members, theoretically and practically, in order to develop a constant defense and security spirit.

Together with their partners, comrades and friends from neighboring European countries, the reserve NCOs of CISOR carry out the CISOR competition in the years with odd years. This has a particularly high sporting level and is respected in the armed forces . Top athletes among the reserve sergeants of all member states fight in national and international teams for victory in the military sport comparison competitions ( military pentathlon ).

The last competitions took place in Slovenia in 2015, in Vekaranjärvi in ​​southern Finland in 2017 and in Säkylä in 2019 .
