The Conselho Popular pela Defesa da República Democrática de Timor-Leste CPD-RDTL ( Eng : People's Council for the Defense of the Democratic Republic of Timor-Leste ) was a veterans organization in East Timor . The CPD-RDTL has been de facto illegal since March 2014, but it still exists. The head of the CPD-RDTL is coordinator António Tomás Amaral da Costa ( Aitahan Matak , German  Green Leaves ) (as of 2016).

The CPD-RDTL was founded in 1999, with the support of the Partido Socialista de Timor (PST), and takes the position that East Timor has not only existed since 2002, but since its first declaration of independence in 1975 . Accordingly, he insists on the use of the constitution of the time . The official language Portuguese is rejected. The administration by the United Nations in the transition period (1999-2002) after the Indonesian occupation recognized the CPD-RDTL as little as the umbrella organization of the East Timorese resistance CNRT or the elections for the constituent assembly in 2001 . Therefore, he also denies the country's government any legitimacy. The CPD-RDTL describes itself as the real FRETILIN , the party that proclaimed independence in 1975 and carried out the main part of the fight against the Indonesian invaders. This is why there is animosity between CPD-RDTL and FRETILIN, but also with the Congresso Nacional da Reconstrução Timorense , the party of the former resistance fighter and now the leading politician Xanana Gusmão . FRETILIN leaders - like Marí Alkatiri  - are rejected by the CPD-RDTL because they spent the period of occupation abroad.

The organization

The CPD-RDTL is one of the best-organized movements in East Timor and often appears in public as a critic of the government. It is more of a political movement than a party. In 2006 the number of followers was estimated at around 6,600, including many former FALINTIL fighters , often from the eastern part of the country . The two largest cities of East Timor, Dili and Baucau , are the strongholds of the movement, but it is also represented in the other communities in the country. The CPD-RDTL supposedly has relationships with various groups, such as the Sagrada Família . The politician Abílio Araújo and his Partido Nasionalista Timorense (PNT) were also said to have links to the CPD-RDTL. Araújo is said to have supported the CPD-RDTL financially. Araújo himself denied this.

General Secretary is Marito Segena (as of 2012, 2001: Ivo de Jesus ), spokesman Ivo Sequira (as of 2012). One of the founders of the CPD-RDTL, former spokesman Cristiano da Costa , later became Vice Minister and Ambassador of East Timor. Also Oligari Asswain ( Olo-gari Aswain ), who was involved in 1984 in the attempted coup against then FALINTIL chief Xanana Gusmão, one of the leaders of the CPD-RDTL. Further leaders are the former FALINTIL commander Feliciano Alves , Egas da Costa Freitas and Gil da Costa Fernando (as of March 2001). The President of East Timor when independence was proclaimed in 1975, Francisco Xavier do Amaral († 2012) and Rogério Lobato , then Minister of Defense , were regarded as the unofficial patron of the CPD-RDTL. history

In the 1980s a group split off from FRETILIN when a conflict arose over a restructuring of the resistance. From this group the CPD-RDTL emerged in 1999.

The CPD-RDTL was seen as an agitator of demonstrations that repeatedly degenerated into violence. It was able to quickly mobilize large groups of protesters. He was also accused of involvement in rioting and criminal incidents since 2002, such as a gang disguised as ninjas who terrorized the population in parts of the then Cova Lima and Bobonaro districts in 2010 . During the unrest in East Timor in 2006 , the headquarters of the CPD-RDTL in Dili's Balide district was burned down.

In 2011 the CPD-RDTL protested against the retirement of former freedom fighters from the army (F-FDTL). There were several demonstrations in Dili. The FRETILIN complained about the use of its flag at the rallies, which it had not authorized.

End of 2012, over 1,000 occupied followers of the CPD-RDTL under the guidance of general coordinator Aitahan Matak a larger area in Welaluhu (Suco Clacuc , sub-district Fatuberlio , district Manufahi ) near Weberec , which belonged to the local community. The administrator of the sub-district Fatuberlio Tobias Hornay spoke of as many as 7,000 members of the CPD-RDTL, the organization itself of 11,000. The centenary of the Manufahi rebellion under the Liurai Boaventura was named as the occasion . Since the members of the CPD-RDTL wore machetes and uniforms, the local population felt threatened by them and demanded their withdrawal. Aitahan Matak denied any criminal activity. They want to operate in a cooperative agriculture to make East Timor independent of imports. There are also no illegal collections of money. You only accept donations to finance the project. The CPD-RDTL also denied cattle theft. Locals complained that their fields had been occupied by the CPD-RDTL, while the organization spoke of unused land that had previously been used by the Indonesians for their resettlement program and would therefore now belong to the state. President Taur Matan Ruak and the cabinet urged Prime Minister Xanana Gusmão to send police (PNTL) and soldiers from the East Timorese Defense Forces to maintain public order. Army Commander-in-Chief Lere Anan Timor said he saw no danger from the CPD-RDTL and did not believe in criminal acts. The CPD-RDTL only failed to contact the local leaders and the village community before settling. In mid-March 2013, the remaining 800 CPD-RDTL members were brought back to their home districts by the Welaluhu police. The fields were given to local authorities. The government offered the CPD-RDTL the option of cultivating properties in other districts as a cooperative.

In mid-April 2013, Prime Minister Gusmão threatened the CPD-RDTL in aggressive words. He wanted to have the organization banned after hearing that the CPD-RDTL had elected a new military commander for the Cova Lima district. He also threatened to arrest those who wear uniforms. After 13 years, the organization and its "unconstitutional flag" would no longer be tolerated. Major General Lere Anan Timor now welcomed Gusmão's threat to be banned. On March 3, 2014, the national parliament declared the CPD-RDTL, together with the Konseilu Revolusionariu Maupe (KRM, German  Revolutionary Council Maupe ), with the resolution number 04/2014 as a threat to the constitutional order, criticized above all the prohibited wearing of military uniforms and urged the police and other government agencies and institutions to take action against the two organizations. António da Costa turned himself in to the authorities and was put under house arrest for a while.

At the beginning of June 2016, Costa emphasized again after inquiries that the CPD-RDTL did not want to run as a party in the parliamentary elections in East Timor 2017 .
