Conservation Parks in New Zealand

The Conservation Parks in New Zealand are nature reserves in which the natural and historical resources of the areas are protected, but also the parks are made available for public use and for recreational purposes of the population. Similar to the National Parks , which are of outstanding importance for New Zealand , the Conservation Parks , however, have a lower quality in terms of the hiking trails and the huts for hikers. Furthermore, water protection and soil protection are in the foreground here. The Department of Conservation (DOC) is responsible for the parks .

Definition problem

In New Zealand there does not seem to be a consensus as to which protected areas will be given Conservation Park status and which will not. On the one hand, the term Conservation Parks is broadly defined and forest parks are subsumed under it. On the other hand, there are other sources, such as B. the Department of Conservation , from a strict separation of these two types of parks. Some sources on the Internet also identify some areas as Conservation Parks , which are not managed as such by the Department of Conservation , shown here using the example of the Hanmer Forest Park .

Conservation Act 1987

The legal basis under which the Department of Conservation looks after the Conservation Parks and monitors the protection of the parks was laid in 1987 with the Conservation Act . Especially under paragraph 19 of the law, the regulations for the conservation parks are mentioned. The section states:

“19 Conservation parks
(1) Every conservation park shall so be managed—
(a) that its natural and historic resources are protected; and
(b) subject to paragraph (a), to facilitate public recreation and enjoyment.
(2) Where a committee is constituted by or under regulations made under subsection (3) in respect of any conservation park, it may advise the Minister on the area's management. (3) The Governor-General may from time to time, by Order in Council, make regulations constituting, or providing for the constitution, appointment, or election, of a committee to advise the Minister on the management of any conservation park or parks, and defining its functions.
(4) Regulations under subsection (3) may be so made as to apply to—
(a) all conservation parks, parks of any class or description, or to any specified conservation park or parks:
(b) all committees constituted by or under regulations made under subsection (3), or to any such committee or committees. "

“19 nature reserves
(1) Every nature reserve should be managed in this way.
(a) that its natural and historical resources are protected; and
(b) subject to paragraph (a) to facilitate recreation and entertainment for the general public.
(2) If a committee is formed by or on the basis of provisions under subsection (3) relating to a nature reserve, it may advise the Minister on the management of the area.
(3) The Governor General may from time to time issue regulations by council ordinance providing for or justifying the formation, appointment or election of a committee to advise the Minister on the management of one or more nature reserves and the determination of his functions.
(4) The regulations under subsection (3) can be taken so that they for
(a) all natural parks, parks each class or description or to a certain natural park or to certain natural parks:
(b) all committees by or due to Provisions pursuant to subsection (3) have been established, or for one or more such committees. "
