action

The fishing trawler Ryujin Maru II disappears in a nuclear test area in the Pacific Ocean . A few days later, the ship is discovered by another ship. The sailors go on board but find no one there. One of the sailors is killed by a blue liquid that dissolves him, leaving only his clothes. Then the liquid takes on the shape of a human and attacks the men. Only two of them can escape.

In Tokyo, the drug smuggler Misaki suddenly starts screaming during a handover and runs in front of a taxi. When the driver checks on him, only his clothes are left. During their investigation, the police come across his girlfriend, the nightclub singer Chikako Arai, and Professor Masada. Masada believes that Misaki's disappearance is related to a high dose of radiation, but the police officers do not hear it.

That same night, Chikako is threatened by a stranger who asks about Misaki. The man disappears through the window, shortly afterwards shots are fired. Only the clothes are left of the stranger. Masada turns to the police again. He heard the story of the four sailors who lost their lives on board the fishing boat. He demonstrates to the police the effect of radiation on a bullfrog, which turns into a liquid.

After Masada finds a life jacket from the fishing boat in the harbor, he believes that the liquid stuck to it has come to Tokyo and is now walking through the city. Again he tries to convince the police of his theory, but in vain. Only when the policemen in the club where Chikako works come into contact with the monsters do they believe him. The monsters are burned in a showdown in the sewers.
