David Sturtevant Rowing (* 25. May 1929 in Wausau , Wisconsin ; † 15. February 2020 ) was an American lawyer , politician of the Republican Party and university teachers , who between 1987 and 1989 Chairman of the US Securities and Exchange Commission ( Securities and Exchange Commission ) was.

Life

After attending school, Ruder first completed an undergraduate degree at Williams College , which he graduated with a Bachelor of Arts (BA) cum laude in 1951 . A subsequent postgraduate study of law at the Law School of the University of Wisconsin – Madison he finished in 1957 with a Juris Doctor (JD). He then began his professional career between 1957 and 1961 as an attorney with the Milwaukee- based law firm Quarles & Brady .

1965 took the helm the offer of a professorship of law at the Law School of Northwestern University and taught there for almost 30 years until 1994. He then served as Dean of the Law School of Northwestern University from 1977 to 1985 .

On August 7, 1987, Ruder was appointed by President Ronald Reagan to succeed John SR Shad as Chairman of the Securities and Exchange Commission SEC, the US banking regulator. He held this position until September 30, 1989 and was then replaced by Richard C. Breeden .

After leaving this government office, Ruder was a member of the supervisory board of the NASDAQ electronic exchange (National Association of Securities Dealers Automated Quotations) from 1990 to 1994 and, between 1990 and 1999, a partner and chief advisor of the Chicago-based law firm Baker & McKenzie .

From 2002 to 2010 Ruder was chairman of the investors' association Mutual Fund Directors Forum , the successor organization to the Mutual Fund Directors Education Council founded in 1999 , and from 2004 also a member of the advisory board of the Public Company Accounting Oversight Board (PCAOB), an organization that controls public spending Companies.
