LASD officer divorced Jerry Beck has a drinking problem. When another officer is killed, Beck investigates. He comes to a small town where racist slogans are even hanging in the sheriff's office. The sheriff is uncooperative. Beck notes that right-wing extremists are behind the crime.

- Jonathan Rosenbaum wrote in the Chicago Reader that Don Johnson is an efficient performer on television but does not work well on the big screen. The camera work is nice.
- Hal Hinson wrote in the Washington Post that Don Johnson played one of the typical cop characters who would be separated from family and fed on pizza. Johnson is playing this role better than one would expect. John Frankenheimer's direction is tight, which is why the action scenes seem impersonal.
