Delia Domingo-Albert (born August 11, 1942 in Baguio City ) is a Filipino diplomat , former Foreign Minister and was Ambassador of the Republic of the Philippines to the Federal Republic of Germany from December 2005 to September 2010 .

biography

Entry into the diplomatic service

Ms. Domingo first completed a degree in foreign relations at the University of the Philippines , which she graduated with a Bachelor of Science (B.Sc.) in Foreign Service . Later, in the course of her diplomatic career, she studied further subject-related studies at the Institut des Hautes Études in Geneva , at the Diplomatic Institute in Salzburg , at the Institute for Political Science and Strategic Studies in Kiel , at the Public Administration Institute in London and at the Kennedy School of Government at Harvard University .

After graduating from the University of the Philippines, she joined the Ministry of Foreign Affairs as an assistant in 1967. Between 1969 and 1973 she was an attachée at her country's missions to the United Nations (UN) and to other international organizations in Geneva , Vienna and New York City .

In 1973 she passed the Foreign Ministry's examination for higher management positions and subsequently, in 1975, first became first secretary and consul general at the embassy in Romania , which was also accredited as the Philippine representation for the GDR and Hungary . After this position she took over the position of director of the department for special rights and immunities in the Ministry of Foreign Affairs, before she was deputy ambassador to the Federal Republic of Germany in Bonn between 1984 and 1990 . As such, she played a key role in the preparation of President Corazon Aquino's state visit to Germany in July 1989.

She returned to Manila in 1990 and was Director General of the ASEAN Secretariat in the Ministry of Foreign Affairs until 1994 . During this time, in 192, the German government awarded her the Federal Cross of Merit with a star for her services to German-Filipino relations and the relations between the European Union and the ASEAN countries .

In 1996 she was appointed ambassador to Australia . As such, she was also accredited as ambassador for the states of Nauru , Tuvalu and Vanuatu until 2002 . After the end of this activity, she initially worked as a high-ranking employee at APEC , an international organization that has set itself the goal of establishing a free trade area in the Pacific region .

Foreign Minister and Ambassador to Germany

In the same year, 2002, Domingo-Albert was appointed State Secretary in the Ministry of Foreign Affairs and was responsible for international economic relations . After the death of Foreign Minister Blas Ople on December 14, 2003, she was surprisingly appointed on December 20, 2003 by President Gloria Macapagal Arroyo as his successor as Foreign Minister. She was not only the seventh woman in President Arroyo's cabinet, but also the Philippians' first female foreign minister. During her tenure, in July 2004, she was also Chair of the UN Security Council . On August 18, 2004, Alberto Romulo , the previous Executive Secretary, replaced Domingo-Alkbert as Foreign Minister. She then became an advisor to the President and was also the special agent for the mining industry .

In December 2005 she was finally accredited as extraordinary and plenipotentiary ambassador of the Republic of the Philippines in the Federal Republic of Germany . Her term of office ended on September 30, 2010. Her successor was Maria Cleofe Rayos Natividad.

Private

Mrs. Domingo-Albert is married to the German journalist Hans Albert and has one daughter.
