action

The long-term unemployed Erwin Strunz goes on a camping holiday to the Baltic Sea with his wife Erika. During a stopover, Erika persuades Erwin to go downtown and not only buy bread rolls, but also get a shave. When Erwin Strunz comes out of the barber shop, it turns out that he is an image of the incumbent Prime Minister Uwe Achimsen, whose workplace is in the city. Erwin is insulted on the street by two outraged men and his entourage immediately takes him to his place of work. Everyone is surprised to see the Prime Minister, who should actually be on vacation with his wife Heide, but they accept his presence, as the government is in a crisis anyway because of the upcoming closure of the Spielmann works.

Erwin is overwhelmed and at a loss at first, but is asked by the cleaning woman to save the Spielmann works because her husband is employed there. In front of Erika, he claims that he has received a job offer and therefore wants to stay in town for a few more days. He begins to read into the mountain of Spielmann files and realizes that although funding is available, it is being blocked by a veto from Brussels. Soon Erwin can no longer keep his work a secret from Erika. She is thrilled with the prospect of her husband "being prime minister". Both move into the minister's villa and, at Erika's insistence, can be seen together in public. The gossip magazines will soon be reporting on the Uwe Achimsen affair. He is in Carinthia with his wife, but to Heide's chagrin he cannot relax and wants to make calls all the time. One day he is even on a business trip when Heide receives a call from her daughter because she has seen "Uwe" with another woman. When Heide calls her villa, Erika answers the phone, so that Heide travels home immediately. Erwin has meanwhile convened a meeting of the Council of Ministers and recognized that the political camps are only talking against each other, but that no one seems to be interested in the miners' work and the fate of the workers. He drives straight to the plant and promises to work to preserve the plant and release the funds. Shortly afterwards, he releases the funds without the approval of Brussels.

Heide appears in the prime minister's office and knows immediately that the man at the desk is not Uwe. However, she is impressed by Erwin's approach and first restores her image: Together with Erwin, she goes to her local pub and lets himself be photographed with him. Because she realizes that Erwin's kind is popular with the people, she lets him continue to act and prepares him for the next harmless appointment on the Baltic Sea. Then she drives off and guides Uwe to Erwin's allotment garden, where she lets him in on the current situation. Uwe is annoyed that nobody seems to notice that it is not he who is sitting behind the desk. At Heide's request, he goes to the employment office in Erwin's place, but fails with his arrogant manner. Erwin, meanwhile, surprisingly has to step in for the Federal President and receive the British Queen, but inspires her with his austerity program, which combines house music and pea soup. Erwin and Erika finish their vacation on schedule and go to their allotment garden, where they meet Uwe and Heide. There is a debate. Because Erwin has had his unemployment benefit cut because of Uwe's behavior, Uwe hires him as his temporary substitute. Erwin now has to deal with all company problems of the last time, because everyone puts their hope in him. He hardly has time for his friends because of all the work and he curses work time and time again.
