DFL German Football League V. (formerly: Ligaverband ) is the amalgamation of the German clubs and corporations represented in the men's soccer leagues Bundesliga and 2nd Bundesliga in the form of an association that represents their own interests primarily towards the German Football Association and is also a member of it and a Vice President. Until August 23, 2016 the club was still called Die Liga - Fußballverband e. V. , usually referred to as the League Association for better pronunciation. Over the years, however, the name of the subsidiary DFL dominated, which was ultimately also taken over for this.

Since July 1, 2001, the DFL Deutsche Fußball Liga GmbH ( DFL for short ), as a wholly owned subsidiary of the DFL club (formerly the league association) , has been organizing and marketing the men's Bundesliga and the 2nd Bundesliga and, since 2012, the Virtual Bundesliga (VBL) as E. -Sport League.

Legal

The interest group and former league association has been a full member of the DFB since 2001. The relationship between the DFB and the League Association as well as its joint business activities with the subsidiary DFL was regulated in the following legal documents:

Basic contract

Since the DFB and DFL jointly organize the Bundesliga competitions, a basic contract has been in effect since the beginning of the 2004/2005 season, which defines the rights and obligations of both parties. In particular, he grants the DFL e. V. the right to organize the club facilities of the Bundesliga and 2nd Bundesliga that belong to the DFB. In addition, he grants the club the full marketing rights to the national leagues. The competitions that can be organized autonomously by the DFL (such as the former DFL League Cup and the former Indoor Masters tournament ) are not regulated in the basic contract .

In addition, the basic contract contains specific stipulations on kick-off times and the transmission of summaries on free TV . The basic contract could be terminated by both the DFB and the league association for the first time in 2012 and is otherwise extended by three years. New versions of the contract were adopted in 2013 and 2017, with the former DFB President Theo Zwanziger harshly criticizing the very low cap on the DFB and amateur football's lease participation in the television and ticket revenues of the DFL clubs in 2017, one measure which was intended as temporary support in an uncertain situation in 2009. Nevertheless, after 2016, the DFB Bundestag again unanimously approved the contract in 2017, which is valid until 2023.

There is also the DFL Foundation, established in 2008, which sees itself as the umbrella of the professional clubs' social activities under the motto "Creating opportunities".

The league association immediately ceded its entire operational business to its wholly-owned subsidiary DFL Deutsche Fußball Liga GmbH (DFL).

The DFL was founded on December 18, 2000 as an independent GmbH . Since then, the sole shareholder of the DFL has been the DFL e. v. (formerly Ligaverband), which has generated the share capital of 1 million euros.

tasks

The DFL itself divides its operational business into the areas of match operations, licensing and marketing. The "Match Operations" division includes, in particular, the management of match operations in the licensed leagues and the implementation of other competitions of the DFL club.

The “Marketing” division includes the allocation of transmission rights for the license leagues in television, radio and the Internet. The third business area ("Licensing") consists of the implementation and further development of the former DFB licensing procedure. The DFL uses the procedure for the clubs of the Bundesliga and the 2nd Bundesliga. The league uses the licensing committee elected by the DFL members to check the extent to which the individual clubs meet the requirements for participating in a professional soccer competition. The catalog of requirements includes sporting, financial, legal, infrastructural, personnel, administrative, media and security criteria. The financial criterion of liquidity is of the greatest importance ; this is intended to ensure that all clubs in the respective league have sufficient liquidity until the end of the season to be able to keep the game going.

With 23 other national professional league associations, the DFL is a founding member of the World Leagues Forum , which was founded in Zurich in February 2016 , the aim of which is, among other things, to pool the interests of the professional leagues centrally and to share their common views with FIFA and other institutions from sport and politics to represent.

Organs of the DFL e. V. are the executive committee, the general assembly and the supervisory board. The organs of DFL GmbH are the managing directors, the supervisory board and the shareholders' meeting.

Until 2019, the DFL Deutsche Fußball Liga eV had a president who was also on the board of directors of the DFL Deutsche Fußball Liga GmbH and was a member of the executive committee and board of the DFB in order to represent the interests of professional football in addition to amateur representatives. The first president of the league association was Werner Hackmann from the HSV board until his death in January 2007 . Subsequently, Wolfgang Holzhäuser from Bayer 04 Leverkusen held the office temporarily until August 2007. Then Reinhard Rauball of Borussia Dortmund was elected President of the League Association (which renamed himself during his term of office) and held the office as the last DFL President for twelve years until August 2019. As a result of an organizational reform that was implemented upon his departure, he was replaced by the managing director of DFL GmbH Christian Seifert as spokesman for the DFL e. V, who now also represents professional football as Vice President in the DFB. The role of chairman of the supervisory board is now assumed by the deputy chairman of the presidency and previous vice-president, Peter Peters, as the highest-ranking club representative after Seifert. Like Werner Hackmann, Rauball was elected Honorary President of the DFL by the DFL General Assembly.

Awards

The honorary award of the DFL (originally honorary award of the Bundesliga ) has been a recognition of special and outstanding achievements in all aspects of German professional football since 2007. Previous winners (as of 2019): Uwe Seeler , Jupp Heynckes , Ottmar Hitzfeld , Udo Lattek , Horst Hrubesch , Karl -Heinz Körbel , Heribert Bruchhagen , Fritz Pleitgen , Karl-Heinz Heimann (posthumously), Lothar Matthäus , Claudio Pizarro , Otto Rehhagel , Wolfgang Overath .

The Bundesliga Rookie Award is an award that the DFL has given the best young Bundesliga player every month since the 2016/17 season .

The Bundesliga Player of the Month (POTM) is an official Bundesliga award given by the DFL in cooperation with the North American video game developer and publisher EA Sports . The prize was first awarded for September 2018.

criticism

In January 2018, the DFL announced an official partnership with the Maltese betting provider Tipico . This was criticized by the anti-corruption organization Transparency International Germany. Both the DFL and the DFB are not sufficiently committed to combating gambling addiction and betting-related corruption. Transparency International demanded, among other things, a betting ban for active players and more commitment to preventive work against match-fixing. The partnership was also fundamentally criticized in view of the unclear legal situation regarding gaming in Germany.

Organized fan groups such as the Ultras of various clubs in the 1st and 2nd Bundesliga also regularly criticize the DFL. In terms of content, it is against, among other things, non-traditional kick-off times, which are often perceived as being unfriendly to fans, or against the increasing marketing of professional football. In addition, the DFL is criticized for putting the interests of the television stations that hold broadcasting rights above the interests of local football fans. During the protest campaigns by organized fans, DFL and DFB have been and are in places equated or confused.
