Erica-Irene Daes

Erica-Irene A. Daes ( Greek Ειρήνη "Έρικα" Νταή Παπασταματάκη ; born September 18, 1925 in Kissamos , died February 12, 2017 in Athens ) was a Greek lawyer and diplomat. She headed the UN Working Group on Indigenous Peoples from 1984 to 2001 and was the driving force behind the 2007 UN Declaration on the Rights of Indigenous Peoples (UNDRIP ).

Origin, education and family

Erica-Irene Daes was born in 1925 as Eiríni Papastamatáki in Kissamos in the western Cretan province of Chania as the second oldest of five children. She completed a Masters degree in Law , Political Science and Economics from the University of Athens and graduated with a Doctor of Law (Ph.D.). She then held postgraduate positions at the University of Cambridge , University College London , Heidelberg University and the Academy of International Law in The Hague .

She was nicknamed "Érika" and was married to Astérios Ntaís (often Asterios Daes).

Professional career

Daes initially worked in the Greek public service, including in the Ministry of Health and as a legal advisor.

From 1954 to 1980 she was admitted to the bar at the Supreme Court of Greece.

She worked as a university lecturer specializing in international law , human rights , globalization , environmental law , peacemaking and peacekeeping, and in particular minority rights with a focus on indigenous peoples. She has taught at the Greek Diplomatic Academy in Thessaloniki , the United Nations University in Tokyo , Harvard University , the Russian Diplomatic Academy, Melbourne University and others. From 1981 to 1985 she was visiting professor at the European University Institute in Florence . From 1999 to 2003 she was visiting professor at the Law School of St. Thomas University in Miami .

She also appeared extensively as an author.

Diplomatic activity in Europe and at the United Nations

From 1963 to 1966 Daes represented Greece on the Council of Europe's Social Committee . As the Greek representative, she worked in an advisory capacity for the Organization for Security and Cooperation in Europe . From 1996 she was legal advisor to the Permanent Mission of her country to international organizations in Geneva. Since 1998 she has been the Greek Envoy Extraordinary in various states a. a. in Micronesia .

Since 1966 Daes has represented Greece in various UN organs, including frequently in the General Assembly , in the Economic and Social Council and at UNESCO . She was also a member of the Commissions for Social Development and the Status of Women .

From 1976 to 2002 she was a member of the UN sub-committee for the promotion and protection of human rights.

In 1984 she became chairman of the UN working group on indigenous peoples. During her term of office, which lasted until 2001, she campaigned for international legal standards for the protection of indigenous peoples. Under her leadership, the working group became a representation for hundreds of indigenous peoples at the United Nations. Daes campaigned intensively for a UN declaration on the rights of indigenous peoples , which was finally adopted in 2007.

In 2000 she (75 years old) was a founding member of the Permanent Forum on Indigenous Affairs . She worked actively until 2007 and was a member of the committee until her death in 2017. She was unanimously granted honorary membership for life - an absolutely unusual process for UN organs.
