Kaeber was the son of the director of the Charlottenburg waterworks Friedrich Kaeber. He attended the Städtische Realgymnasium in Charlottenburg and the Joachimsthalsche Gymnasium . He then studied history and modern languages in Berlin and Königsberg . In 1906 he received his doctorate in Berlin from Otto Hintze . In 1907, on the recommendation of his doctoral supervisor, he found a job as a volunteer at the Secret State Archives in Berlin. He passed the examination for the higher archive service May 19, 1908 with distinction.

After Paul Clauswitz resigned from the office of the Berlin city archivist , Kaeber successfully applied and was appointed on April 1, 1913. He professionalized the city archive in the following decades, according to the Berlin State Secretary for Culture André Schmitz , he is considered the "real founder of today's state archive". From 1915 to 1918 he fought in the First World War , which meant that he was only able to get into work intensively in 1919. The celebration of the 700th anniversary of the city of Berlin in 1937 was largely initiated by him.

As a member of the German Democratic Party , he was a member of the district assembly in Berlin-Tiergarten from 1925 to 1933 . In 1929 he married Frieda Cronheim. When Kaeber refused to separate from his Jewish wife, he was forced to retire on October 1, 1937 without paying a pension. In the following years, he, his wife and the widowed mother-in-law Paula Cronheim lived on the legacies of his father-in-law Ludwig Cronheim. From 1942 he was a research assistant at the archives advice center at the GStA ; from June 1945, a few weeks after the end of the war, Kaeber again headed the city archives. In 1949/50 he rebuilt the archive in West Berlin . He retired at the end of March 1950, but was reinstated as the city archives director on August 1, 1952. He retired on August 31, 1955 at the age of almost 73.

When Kaeber took office in 1913, he also joined the Association for the History of Berlin . Since 1926 he has volunteered in various offices. Even when he resigned all official offices in the association in 1937, he continued to look after the association's library. From 1953 he was again deputy chairman and from 1960 an assessor of the board.

His urn was buried in the Parkfriedhof Lichterfelde , but in 1988 it was reburied in the Jewish cemetery in Heerstraße .
