In 1962 Keidel ran for the office of Lord Mayor in Freiburg, where he succeeded Josef Brandel first with a narrow margin, then, in the second ballot on October 7, with a majority of 65 percent . His opponent was Gerhard Graf , then one of the mayors of Freiburg.

During Eugen Keidel's tenure, the city expanded to the west with the new districts of Landwasser and Weingarten . He also had a decisive influence on the construction of the thermal bath (Eugen-Keidel-Bad) that was later named after him . The expansion of the city ring as well as one of the first pedestrian zones in Germany and the development of new water catchment areas go to his account.
