The European elections on June 12, 2004 were the first elections to the European Parliament held in Malta , after which the country had joined the European Union on May 1, 2004 . In Malta, five of the 732 members of parliament were elected, the minimum number for a member country.

Electoral system

The choice was made according to the preference voting system . The parties put up lists of candidates, and independent candidates also stood for election. On the one hand, voters could cast one vote for their preferred candidate (first preference), but also a second preference for another candidate.

Starting position and candidates

Since May 1, 2003, Malta has been represented in the European Parliament by five observers, who became Members of Parliament after joining on May 1, 2004. They were elected by the House of  Representatives. According to the composition of the House of Representatives, the conservative Partit Nazzjonalista (PN) had three MPs, the social democratic Partit Laburista (PL) two.

In addition to the two large parties, five other small parties and five independent candidates ran for election.

Result

The turnout was 82.39%. The election winner was the opposition PL with 48.4% of first preferences and three seats. The two remaining seats were held by the PN. The green Alternattiva Demokratika (AD) finished surprisingly strong with 9.3% - its best result in the House of Representatives elections up to then was 1.7%. However, the AD could not win a mandate.

Elected MPs

2008 by-election

After Joseph Muscat (PL) left the European Parliament on September 25 - he became party leader of the PL and moved up to the House of Representatives - a by-election was held. Only members of the PL ran for this. The winner of the election was Glenn Bedingfield with 25,368 first-time preferences (61.94%).
