Career
Felix Hebert was born in the Canadian province of Québec to American parents. In 1880 the family returned to the United States, where they settled in Coventry , Rhode Island. Felix attended the local public schools and then the La Salle Academy in Providence . Between 1893 and 1896 he worked for the railroad as an employee in the freight business. He then worked as a private secretary until 1898. He was then from 1898 to 1906 Deputy Insurance Commissioner of the State Government of Rhode Island. After studying law and being admitted to the bar in 1907, he began working in his new profession in Providence. From 1908 to 1928 he was a judge in the fourth judicial district of Rhode Island. Between 1925 and 1934 he was also a member of the Providence County Courthouse Commission.
Politically, Felix Hebert joined the Republican Party . In 1928 he was elected as a candidate for his party in the US Senate, where he succeeded Peter G. Gerry on March 4, 1929 , who was to replace him there again in 1935. In the meantime, Hebert headed the patent committee. From 1933 to 1935 he was Republican parliamentary group leader . His time in Congress was overshadowed by the events of the Great Depression. Since 1933, the first of the federal government's New Deal laws were passed under President Franklin D. Roosevelt . In 1935, the provisions of the 20th Amendment to the Constitution were applied for the first time , according to which the legislative period of the Congress ends or begins on January 3rd. Accordingly, the beginning of the President's term of office was brought forward to January 20. Previously, the legislative terms of Congress and the term of office of the President began on March 4th. Felix Hebert was directly affected by this regulation, as he was not re-elected in 1934 and therefore had to leave the US Senate on January 3, 1935.
After the end of his time in Congress, Felix Hebert practiced as a lawyer again. Between 1944 and 1952 he was a member of the federal executive committee of his party. He was also one of the advisors to an association of fire insurance companies. He died in Warwick on December 14, 1969.
