Frank Licht (born March 13, 1916 in Providence , Rhode Island , † May 30, 1987 ibid) was an American politician and governor of the state of Rhode Island from 1969 to 1973 .

Early years and political advancement

Frank Licht attended Brown University until 1938 and then studied law at Harvard University until 1941 . Between 1943 and 1946 he was a partner in the law firm Letts & Quinn . Politically, he became a member of the Democratic Party . From 1949 to 1956 he was a member of the Rhode Island Senate , from 1956 to 1968 he was a judge in a high court. In 1968 he was elected the new governor of his state.

Governor of Rhode Island

Frank Licht took office on January 7, 1969. After re-election in 1970, he was able to remain in office until January 2, 1973. During the election campaign, he had opposed a state income tax. After his election, he broke his promise and introduced such a tax, which sparked protests. During the economic crisis of the early 1970s, programs were designed to revive the economy. The administration was reorganized and some departments were created. These included a social rehabilitation department and another mental fitness department. In the crime area, too, the governor relied on rehabilitation for many convicts. Anti-drug programs and other measures to protect young people were also put in place at that time. Governor Licht also campaigned for environmental protection and passed laws against air and water pollution. An interstate commission should monitor water quality in the New England states .

After his term in office, Licht returned to practice as a lawyer. He had three children with his wife Dorothy Shirlee Krauss. His nephew Richard A. Licht was Vice Governor of Rhode Island from 1985 to 1989 . Frank Licht died on May 30, 1987 at Roger Williams Hospital in Providence. Michael Dukakis gave the funeral speech at his funeral service .
