Spiritual administration of the Muslims of the Asian part of Russia

The Spiritual Board of Muslims of the Asian part of Russia (Russian Духовное управление мусульман Азиатской части России, abbr. ДУМАЧР (DUMATschR) / Duchownoje Uprawlenije mussulman Asiatskoj tschasti Rossii) is a national Islamic organization in Russia that the Russian Muftirat of Rawil Gaynetdin heard and is based in Moscow .

Sphere of influence

The jurisdiction of DUMATschR theoretically extends over the entire Asian part of Russia, but in reality only the Muslim communities in the Republic of Khakassia , the Republic of Altai , the Kurgan Oblast and in some regions east of Lake Baikal are under its control. The Muslim communities in the Republic of Yakutia , in the Altai region , in the Oblasts of Tomsk , Omsk , Kemerovo and Sverdlovsk and in the Yamal-Nenets Autonomous Okrug are also partly subordinate to it . It also has individual parishes in the Novosibirsk , Chelyabinsk and Tyumen oblasts . In total, the organization reports to more than 270 local religious organizations and 170 religious groups.

Inner structure

The DUMATschR is divided into 28 Kasiate (from Arabic qāḍī = judge), which geographically for the most part correspond to the subjects of the federation and each have their own regional spiritual administrations. The organization is headed by Nafigulla Chudchatowitsch Aschirow , Deputy Chairman of the Russian Muftirate . Three Kasis act as his deputies and as Muftis in their respective federal districts : Danis Davletov, the Kasi of Sverdlovsk is the Mufti for the Urals Federal District, Anarbek Shunusow, the Kasi of Omsk is the Mufti for the Federal District of Siberia and Abdulla Ischmukamed, the Kazi of the Primorye region is Mufti for the Far East Federal District .

history

The decision to found the organization was taken at the first conference of Muslims from Siberia and the Far East, which took place from August 8-10, 1997 in Tobolsk . Initially the organization was called "Interregional Spiritual Administration of Muslims in Siberia and the Far East" ( Meschregionalnoje duchownoje uprawlenije Musulman Sibiri i dalnewo vostoka MDUMSDW). In November 1998, at the MDUMSDW congress in Omsk, it was renamed the Spiritual Administration of Muslims in the Asian Part of Russia ( Duchownoje uprawlenije mussulman Asiatskoj tschasti Rossii ; DUMATschR) and registered under this name one month later.

At the second forum of the DUMATschR its administrative-territorial structure was worked out, which in particular provided for the dissolution of all muftiates who had joined it. On October 15, 1999, the Spiritual Administration of Tyumen Oblast resigned from DUMATschR. On 18-19 The second Kurultai of the Muslims of the Asian part of Russia took place in Omsk on August 1st , at which the current administrative-territorial structure of the organization was decided. The structure with the three muftis was decided in July 2007 at a plenary meeting in Pervouralsk .
