Giorgos Katroungalos (also George or Georgios Katrougalos or Katrougkalos ; Greek Γιώργος Κατρούγκαλος , born March 27, 1963 in Athens ) is a Greek lawyer and politician ( SYRIZA ). He is Professor of Public Law at the Democritus University of Thrace . From 2014 to January 2015 he was a member of the European Parliament . He then became Deputy Minister in the Ministry of the Interior with responsibility for administrative reform in the Alexis Tsipras cabinet, from July 2015 to November 2016 he was Minister of Labor. Katroungalos was Deputy Foreign Minister from November 2016 to February 2019, then Foreign Minister until July 2019.

education

Katroungalos completed a law degree at the University of Athens from 1980 to 1985 , followed by a postgraduate degree ( DEA ) in administrative and constitutional law at the Université Paris 1 Panthéon-Sorbonne . In 1987 he was admitted to the Athens bar . In 1990 he received his doctorate from the Université Paris 1 . His dissertation with the title La crise de légitimité de l'Administration: Le cas de la Grèce (“The legitimacy crisis of the administration - The case of Greece”) received Mention Très honorable .

Professional background

In 1994 and again from 1997 to 2002 he worked as legal advisor for the Greek Ministry of Education. In the meantime he taught and researched as a visiting professor and lecturer at the University of Roskilde in Denmark and the Law Faculty of the University of Athens. He has been a member of the Center for European Constitutional Law since 1997 . From 1998 to 2011 he was accredited as a mediator and arbitrator with the Greek Organization for Mediation and Arbitration. From 2000 to 2003 he advised the Permanent Mission of Greece to the United Nations in its work in Main Committee 3 of the General Assembly (social, humanitarian and cultural issues).

In 2002 he was appointed Associate Professor of Public Law at the Dimokritos University of Thrace, where he headed the Institute for Social Administration. From 2002 to 2003 he was chairman of the board of a state company for vocational training of the Greek Ministry of Labor, and in 2003 he was also a board member of the European Center for the Promotion of Vocational Training (CEDEFOP). From 2003 to 2004 he was a member of a committee of experts at the Ministry of Foreign Affairs, which was supposed to draft a constitution for Europe . Katroungalos also acted as a consultant for legal reforms and the establishment of institutions in Uzbekistan , Albania , Macedonia , Syria and Armenia .

He has (partly partly in Greek, in English) published a series of books, which mainly deals with the issues social and welfare state , social rights and social policy concern.

In the 2014 European elections , Katroungalos was elected to the European Parliament on the SYRIZA list. In the GUE / NGL parliamentary group , he was a member of the committees for transport and tourism as well as for constitutional questions.

After SYRIZA's victory in the January 2015 election , Katroungalos was appointed Deputy Minister in the Ministry of the Interior in charge of administrative reform. In March 2015, the To Vima newspaper reported that as a lawyer he was supposed to have represented some civil servants who had been dismissed as part of the austerity measures against the Greek sovereign debt crisis and, at the same time, as a member of the government, that he had been reinstating them, for which he, in turn, as a lawyer, demanded a commission should. He was accused of at least one conflict of interest, if not corruption . However, the allegations turned out to be baseless. After a cabinet reshuffle, Katroungalos was sworn in as Minister for Labor, Social Security and Social Solidarity on July 17, 2015.

In the Alexis Tsipras II cabinet (from September 23, 2015) Katroungalos initially remained Minister of Labor. During the government reshuffle on November 5, 2016, he moved to the post of Deputy Foreign Minister. After the resignation of Foreign Minister Nikos Kotzias in October 2018, Prime Minister Alexis Tsipras took over the ministerial office in personal union, Katroungalos remained deputy minister. On February 15, 2019, Katroungalos himself was appointed Foreign Minister. He served until the change of government in July 2019.
