Hans-Joachim Mann (born June 26, 1935 ) is a retired Vice Admiral . D. of the German Navy and was most recently inspector of the Navy from 1986 to 1991 .

Military career

Mann joined the German Navy in May 1956 . He was trained as a career officer and is a member of the marine crew V / 56 . He initially served in the naval aviation division as an air traffic control officer before embarking on a nautical career in the destroyer flotilla .

From 1967 to 1970 he was head of tactics and then head of inspection at the naval location school , where he was promoted to corvette captain on December 22, 1967 . In October 1970 Mann became the first officer of the destroyer Lütjens . Promoted to frigate captain on May 2, 1971 , Mann was appointed commander of the destroyer Mölders in October 1972 . On October 1, 1974, he was promoted to sea captain in this capacity .

In April 1975, Mann became a group leader in the Naval Office . After his training at the US Naval War College 1976–1977, he became deputy commander of the destroyer flotilla in September 1977 . From April 1979 to March 1981, Mann was head of division in the Federal Ministry of Defense . On April 1, 1981 he was commander of the destroyer flotilla and at the same time promoted to flotilla admiral. On April 1, 1983, he was promoted to rear admiral as deputy commander in the fleet command . On April 1, 1985, he was appointed vice-admiral in command of the fleet.

On October 1, 1986, Mann was appointed inspector of the Navy. In this capacity, he arranged for an inventory of the Navy in 1987, which led to the result that it would not be financially possible to replace the existing and slowly obsolete fleet one-to-one with new ships and aircraft. The considerations derived from this led to the concept of the 2005 fleet , which was incorporated into the Targets of the Navy (ZVM) published in March 1991 and provided for considerable reductions. The framework conditions had changed with German unification in 1990. Because with the inclusion of the former NVA , there was a demand to significantly reduce the size of the future Bundeswehr. Mann designed the process of taking over the Volksmarine u. a. through intensive personal contacts with their leadership and officers. In this context he attached great importance to treating the NVA staff with the attitude of the partner rather than the victorious attitude, despite the hardships of the transition. After completing his work on the ZVM, Mann retired on September 30, 1991.
