Hans Beitz was the son of a doctor and attended a grammar school in Breslau. After the " seizure of power " by the National Socialists in 1933, he switched to a private school because he did not want to be a member of the Hitler Youth (HJ). In 1935 he moved again to the König-Friedrich-Gymnasium , where he was arrested a year later because he had been illegally in Austria . Beitz received his Abitur in 1937 and studied first at the college for teacher training in Bytom , later at the University of Breslau , where he received the sports teacher exam in 1939 . In the same year he was drafted into the Wehrmacht .

After the Second World War , Beitz joined the CDU in 1945 and continued his studies at the University of Jena , which he completed in 1949 with the trainee examination. He became a city councilor in Jena and was arrested in 1950 by the Soviet secret service NKVD . A year later he was sentenced to 25 years in prison by a Soviet military tribunal for “illegal group formation and anti-Soviet netting”, which he had to serve in Bautzen and Torgau . In 1956 he was released and was able to move to West Berlin .

In the Berlin election in 1963 , Beitz was elected to the district assembly in the Charlottenburg district. In the 1971 election he was elected to the Berlin House of Representatives, to which he was a member until May 1981.

From 1973 Beitz was director of studies at the Herder-Gymnasium in Berlin-Westend . He was the chairman of the working group for former political prisoners in the Soviet zone , later the GDR .
