Hilmar Lotz
Hilmar Lotz (born August 10, 1922 in Lenderscheid ; † December 20, 2009 in Detmold ) was a German administrative lawyer, senior district director of the Detmold district and, after the merging of the Detmold and Lemgo districts, the first senior district director of the Lippe district .
Life
Hilmar Lotz was born on August 10, 1922, the eighth of nine siblings in Lenderscheid. He was the son of the farmer Konrad Lotz and the former maid Anna Martha Lotz (née Zugreif). In 1951 he married the teacher Ilse Wienkoop, with whom he had two daughters. Hilmar Lotz died on December 20, 2009 at the age of 87 in Detmold.
Professional career
Hilmar Lotz attended elementary school and secondary school in Homberg , which he left in 1940 because he was called up for military service and was awarded his school-leaving certificate early.
Until the end of the Second World War he served in the Wehrmacht and last held the rank of major in the Parachute Panzer Division 1 Hermann Göring .
Immediately after the end of the war, Hilmar Lotz began studying political science and law at the Georg-August University in Göttingen in 1945 .

1963

1973
After successfully passing his first state examination in law, he was employed as a trainee lawyer in Holzminden , Celle and in the government in Hildesheim as part of a three-year preparatory service. After completing the major state examination in law, Hilmar Lotz entered the civil service at the Lower Saxony Ministry of the Interior on April 10, 1953 . From 1954 he worked as a government assessor for the government in Hildesheim. In the following years he was appointed to the government council in Hildesheim , and later also to the senior government council.
As early as 1955, the administrative lawyer took on a lectureship for the civil servant candidates in the upper service and the administrative employees in Lower Saxony. In the period from 1961 to 1964, he became a member of the examination commission for the major state examination at the Lower Saxony Ministry of Justice .
After he was elected chief district director of the Detmold district on November 16, 1963, Hilmar Lotz held this office from March 3, 1964 to December 31, 1972 (Diagram 1).
After the merging of the Detmold and Lemgo districts to form the Lippe district on January 1, 1973, the chief district director of the Lemgo district Hellmuth Krüger was initially entrusted with the management of the administration. On June 13, 1973, the Lippe district council was elected as the senior district director of the newly created Lippe district, which Hilmar Lotz won with a majority of one vote (Diagram 2). Lotz's tenure ended after twelve years on July 14, 1985.
Both during his total of 21 years in office and as senior district director a. D. Hilmar Lotz was active in numerous associations and honorary offices and has received several awards for his special commitment (see table below). Until his death he held political and historical lectures in which he passed on his knowledge in these areas to his audience.
Special merits
Municipal reorganization (1969–1970)
One of the greatest challenges for the senior district director was the local reorganization . Hilmar Lotz himself described this task and its effects as a work of the century. “The reform was a challenge of our time, presented to my generation as a task that we had to solve in order to be able to master the tasks of the future. It has made great sacrifices, but it has also opened up great opportunities. The reform has paid off. The 16 newly created towns and communities in Lippe are filled with life; In the circle we planned and acted with imagination and foresight. "
Merging of the Detmold and Lemgo districts
In addition, the name Hilmar Lotz is inevitably associated with the merger of the Detmold and Lemgo districts in 1973, which he accompanied in a responsible position and then carried out as head of administration. On 19./20. December 1968, the Lemgoer and Detmold district council passed resolutions that brought the two districts together. On January 1, 1973, after lengthy planning, the project was put into practice. The two old districts of Detmold and Lemgo merged to form the Lippe district.
Detmold as the headquarters of the district administration
After the local government reform, Hilmar Lotz faced the next "Herculean task", the formation of a new district administration that should be able to solve the tasks of the future. Previously, controversial discussions broke out in the district council about where the headquarters and thus a still-to-be-built administrative building of the Lippe district should be located. The decision had to be made between the cities of Detmold and Lemgo, the headquarters of the former old districts. Ultimately, the parliamentary group around Oberkreisdirektor Hilmar Lotz, who supported Detmold as the location of the Lippe district, prevailed. In 1978, construction work began on a modern administration building on Hiddeser Berg in Detmold. On October 16, 1981, District Director Hilmar Lotz officially inaugurated the district building after only three years of construction.
In Hilmar Lotz's 21-year term in office, important and urgently needed measures were also taken, such as the modernization of the hospital system and the establishment of the Ostwestfalen-Lippe University of Applied Sciences .
