The International University Liaison Indonesia (IULI) is a private university in BSD City ( Tangerang Selatan ) near Jakarta , which started operations in 2015. It is considered the outpost of the European University Consortium in Indonesia. The university is currently divided into two campuses .
History and legal status of the IULI
With the “Higher Education Bill” passed by the Indonesian Parliament on July 13, 2012 , the requirements for foreign educational institutions to become involved in Indonesia were liberalized and international practices were brought closer. While foreign educational institutions were previously only allowed to work with an "A" accredited Indonesian university, the new law opens up the possibility of establishing branches in which individual courses can be offered. The prerequisite for this is a corresponding permit in Indonesia as well as accreditation or recognition of the foreign educational institution in your home country. A partnership with an Indonesian university must also be proven.
In order to meet the requirement of a partnership with an Indonesian university, but to be able to act independently of established Indonesian universities with their often rigid bodies, the Technical University of Ilmenau has decided to set up its own university under Indonesian law. Since this requires its own legal body , the foundation under Indonesian law "International University Liaison Indonesia Foundation" was first established on January 21, 2013, notarized and registered and approved by the responsible ministry. The foundation is the sponsor of the “International University Liaison Indonesia” (IULI) as a legally required Indonesian university partner for the Technical University of Ilmenau and its partner institutions. In a letter dated October 3, 2014, the Indonesian Ministry of Education and Culture granted the license to operate the university.
activity
In July 2015, the Indonesian University International University Liaison Indonesia (IULI) started operations in Jakarta with around 150 new students. Together with 14 European universities, it mainly offers engineering courses in which students spend at least one semester abroad at one of the European universities. After completing their studies, they will receive a double degree - an Indonesian academic degree and a degree from the respective foreign partner university, which is a unique selling point of the IULI in Indonesia.
The International University Liaison Indonesia (IULI) project aims to establish an independent university, comparable to the German universities in Amman, Cairo, HoChiMinh-City, Istanbul and the like. a., but expanded by European universities. The cooperations are bundled in the European University Consortium (EUC-IULI) and coordinated by the TU Ilmenau.
financing
As a private university, the IULI is financed, as is customary in Indonesia, through tuition fees . These are currently between 213 and 230 million rupiah for the entire study period . The German Academic Exchange Service is contributing around 750,000 euros to the start-up funding .

Features of export courses
In order for the degree programs to be offered in Indonesia to stand out from the existing ones and to be highly attractive, particular care was taken to ensure that they have special characteristics, such as:
- excellent quality
- Lectures and study materials in English
- one semester of study / internship at the German / European university from which the respective course comes
Whether a double or joint degree is awarded with the respective university depends on the legal options of the partner universities, which are not uniform due to country-specific legal requirements. Regardless of this, the study programs transferred to Indonesia must be tailored to Indonesian specifics and needs. This includes, for example, the mandatory statutory requirement that religious, civic and national language topics are to be provided.
Academic year and teaching staff
In order to facilitate the deployment of German / European teachers in Indonesia, the academic year begins in July. This means that the odd semesters last from July to December and the even semesters from January to June. This shift opens up the possibility of using the lecture breaks in Germany / Europe (February / March or August / September) specifically for longer teaching stays in Indonesia.
Study visits to Germany / Europe
Building on experience that the TU Ilmenau has gained from numerous other cooperation programs, a one-semester study visit to Germany or at the European university offering the course is anchored in the curriculum. This is in the sixth semester of the eight-semester Bachelor's degree programs prescribed in Indonesia. For the master’s degree programs, the stay in Germany or abroad is individually based on the respective curriculum. For example, stays in other ASEAN countries are also possible if this can be used to increase the degree to which students are successful.

BSD City
The university is located in BSD City - an up-and-coming project region in the Tangerang area that has become a base for numerous international companies. With its sealed off and exclusive gated communities , which are locally known as "clusters", it is also an expensive place for the upper middle class in Indonesia. This ultimately makes the entire area stand out from the rest of Tangerang and the greater Jakarta area.
The area directly around the university, the Green Office Park, with its modern and ecological architecture and environmentally friendly and inviting surroundings, is considered the green lung of BSD City.
In addition to the university, there are numerous international schools in the catchment area, such as the German International School Jakarta , large companies such as Unilever and future research institutions, etc. a. from Apple . Other universities such as the Swiss German University can also be found.
Also under construction is the "Digital Hub" not far from the university - Indonesia's Silicon Valley and future epicenter for technological developments in the field of IT research, app development and mobile phones. This project goes hand in hand with the long-term plan of an autonomously networked and highly progressive city (Integrated Smart Digital City).
BSD OneSmile app
With the OneSmile app, BSD City offers its citizens a digital and interactive way to increase their standard of living. This app makes it possible to get information about city life, to carry out household errands online, to pay for orders and local transport tickets or to navigate with the GPS. Furthermore, an integrated e-wallet makes it possible to pay the water bill and the garbage disposal fees.
Citizens can also get information via live chat. The app is in English.
Connection
BSD City is south of the university with the Serpong Railway Station and the Cisauk Station of the state railway company Kereta Api Indonesia connected to the infrastructure in the greater Jakarta area. Adjacent to the Cisauk station there is a bus terminal on the grounds of a market hall (Pasar Modern). In all of BSD there are bus stops for inner-city traffic, especially near the cluster.
The international airport Soekarno-Hatta is also in the greater area and about 1 hour away - directly accessible via a toll route. Overall, BSD City is well connected to the mega-metropolis Jakarta through already developed toll roads. Another toll route to the west and an underground / S-Bahn connection are in the planning stage.

campus
The university is divided into two campuses . The Breeze, a lifestyle center with a lively social life, houses the smaller campus and office centers. The second campus is located in Green Office Park Building 6, an ecological new building. Both locations are characterized by an aesthetic reference to environmental protection and modern architecture that is relatively unusual for Indonesia.
Student accommodation
The residential complexes, which are mainly located near the university, are very expensive for the average Indonesian household. Cheaper student apartments in terraced houses are still affordable for Indonesian students with monthly rental costs of around 1–2 million rupiah . Significantly more expensive are private apartments in high-rise complexes from around 4-5 million rupiah per month. Exclusive residential buildings or numerous villas in the vicinity of lifted golf courses in so-called gated communities characterize the cityscape of BSD City. Because of this and due to the growing popularity of the project city, sharply rising rental costs are to be expected.
Living expenses
The otherwise cheap cost of living in Indonesia from a western perspective can hardly be found in BSD City for a while. Due to the exclusivity desired by the planners and the associated high demand from expats , the cost of living in BSD City is far more expensive than in other parts of the country. However, there are still opportunities to buy cheap supplies at traditional markets or street stalls. These are preferred by locals but are far outside of central BSD.
leisure
BSD City and the Green Office Park are primarily defined by large parks with modern buildings. Leisure pools, lifestyle centers and shopping malls, the Indonesia Convention Exhibition Center - the venue for international trade fairs or large concerts and a city circuit - shape the image of a lively and refreshing city.
Others
IULI is mentioned in the media in Germany in the 3sat documentation (Alb-) dream job pilot . The documentation deals with the increasing global safety risk in aviation due to poor training, low standards and adverse working conditions. IULI is mentioned as an international pioneer in this context, as the university is developing a unique training program for future pilots with Indonesian aviation giants.
The university's close ties to aviation are explained by the establishment by Ilham Habibie, son of the former Indonesian President BJ Habibie , who studied in Germany . I. Habibie is also an aeronautical engineer who studied in Germany and is a co-founder of the aircraft manufacturer PT Regio Aviasi Industri.
