Johann Heinrich Flügel (born September 24, 1761 in Düren ; † June 29, 1831 there ) was the first Prussian part-time mayor of the city of Düren.

The cloth manufacturer Flügel had been a municipal official in Düren since November 4, 1794 . On April 16, 1798 he became president of the municipality of the canton of Düren. He became mayor of the city of Düren on October 2, 1800. From 1814 or 1815 to June 29, 1831 he was the city's first Prussian mayor.

His successor was Friedrich Günther .
