John Scott Fulton, Fulton Baron (* 27. May 1902 in Dundee , Scotland ; † 14. March 1986 in Thornton-le-Dale , Yorkshire ) was a British university president and politicians , who in 1966 as a Life Peer due to the Life Peerages Act 1958 Member of the House of Lords .

Life

Studies and teaching activities

Fulton, whose father rector of the University College, Dundee was started after attending the High School of Dundee to study at the University of St Andrews and then a degree in Classical Tripos at Balliol College of Oxford University , which he in 1924 graduated . Subsequent additional studies in the subject Literae Humaniores , which he finished in 1926. After completing his studies, he became a lecturer at the London School of Economics (LSE) in 1926 before returning to Balliol College as a fellow and tutor for philosophy in 1928 .

In 1935 Fulton took over the functions of a tutor and fellow for political science at Balliol College, where he taught until 1947. During the Second World War, he also worked for the Mines Department and the Ministry of Fuel and Power ), where he became a friend and colleague of future Prime Minister Harold Wilson .

University president and upper house member

After completing his teaching activities at Balliol College Fulton was 1947 Rector ( Principal ) of University College Swansea and held this office until 1959. At the same time he served from 1952 to 1954 and again between 1958 and 1959 as Vice Chancellor of the University of Wales . In addition, he was from 1952 to 1955 both chairman of the University Council for Adult Education and the Council of the National Institute for Adult Education.

In 1961, Fulton was instrumental in founding the University of Sussex in Falmer and then became the first Vice Chancellor of the newly founded university. In this role, Fulton, who was beaten for his services to the Knight Bachelor in 1964 and from then on carried the suffix "Sir", led to the growth of the college. In 1967 he handed the office of Vice Chancellor of the University of Sussex to the historian Asa Briggs . In addition, he served from 1961 to 1964 as Chairman of the Central Council for University Admissions ( Universities Central Council on Admissions ).

In 1963 he was chairman of the Fulton Commission named after him, which proposed in its final report the merger of New Asia College, Chung Chi College and United College to form the Chinese University of Hong Kong . The Chinese University of Hong Kong awarded him an honorary doctorate in law for his services there .

Through a letters patent dated January 19, 1966, Fulton, who was also a member of the Board of Governors of the British Broadcasting Corporation (BBC) and chairman of the British Council from 1968 to 1971 , became a life peer under the Life Peerages Act 1958 the title of Baron Fulton , of Falmer in the County of Sussex, raised to the nobility and was thus a member of the House of Lords for more than twenty years until his death.

As such, he was chairman of a commission for the public service between 1966 and 1968, which presented a comprehensive final report in 1968. He also served temporarily as President of the Society for Research in Higher Education.
