Julius Blaul , Knight of Blaul since 1906 , (born August 15, 1853 in Frankenthal (Palatinate) , † December 26, 1930 in Munich ) was a lawyer and district president of Middle Franconia in Ansbach .

Life

Blaul studied law in Tübingen, Erlangen and Berlin from 1873 to 1877, entered the Bavarian civil service in 1880, worked in the Ministry of Culture from 1893 and was district president in Ansbach from 1909 to 1922. During his activity in the Ministry of Culture as a consultant for the entire technical education system, he tried relentlessly to free it from a certain paralysis and to raise it to the height required in the age of natural sciences and technology. Initially, the Technical University of Munich was transformed into a real university with equal rights to the universities by granting the rector's constitution and the right to award doctorates as well as by adding several important institutes. In particular, however, Blaul brought about the modern expansion of the Realschulen, which had previously been postponed, and, in connection with this, an increase in the official and social position of their teaching staff. The keystone of Blaul's reform activities was the establishment of the upper secondary schools in 1907 , with which the humanistic grammar schools in Bavaria were joined by a modern educational institution that allowed them to attend universities. In addition to his ministerial work, Blaul also worked as a lecturer for constitutional and international law at the Bavarian War Academy . Even as the district president of Middle Franconia, he devoted his care to the commercial training and technical colleges in his administrative district. In the critical days of 1918 and in the subsequent troubled times he succeeded in keeping the administration in order and in rejecting all efforts aimed at a political fragmentation of the Bavarian state.
