The canton of Sotteville-lès-Rouen-Est was until 2015 a French constituency in the arrondissement of Rouen , in the department of Seine-Maritime and in the region of Haute-Normandie ; its main town was Sotteville-lès-Rouen . Claude Collin ( PCF ) was the last representative in the General Council of the Département from 1993 to 2015 .
