Katherina Birgitt Reiche (born July 16, 1973 in Luckenwalde ) is a German lobbyist and former politician ( CDU ). Since September 2015 she has been the managing director of the Association of Municipal Enterprises (VKU). In September 2019, the energy group E.ON announced that Katherina Reiche would be the chairman of the management board of the innogy subsidiary innogy Westenergie GmbH. She has officially held this post since January 1, 2020.

From 1998 to 2015 she was a member of the German Bundestag , from 2005 to 2009 as one of the deputy chairmen of the CDU / CSU parliamentary group . Afterwards she was Parliamentary State Secretary at the Federal Minister for the Environment, Nature Conservation and Nuclear Safety until 2013 , and from 2013 to 2015 Parliamentary State Secretary at the Federal Minister for Transport and Digital Infrastructure . Her election to the VKU in February 2015 fueled the debate about waiting periods for politicians. On September 4, 2015, she renounced her parliamentary mandate.

Life

education

After high school in 1992 at the Gymnasium Luckenwalde Katherina Reiche holds a chemistry degree at the University of Potsdam , at Clarkson University (New York, USA) and the University of Turku (Finland), which she in 1997 as a graduate - chemist ended.

Career in the party

In 1992 Reiche was one of the founding members of the RCDS at the University of Potsdam and in the same year also became a member of the Junge Union and a member of the state board of the Junge Union Brandenburg. Since 1996 she has also been a member of the CDU. Reiche was a member of the state executive committee of the CDU in Brandenburg from 2001 to 2015 . From 2000 to 2010 and again from 2014 to 2016 she was a member of the CDU federal executive board as an assessor.

During the election campaign for the federal election in 2002 , Edmund Stoiber appointed her to his campaign team as an expert in women's, youth and family policy. This standardization has been criticized by conservative and church circles. The reasons for this were, on the one hand, Katherina Reiche's attitude towards bioethical issues such as embryonic stem cell research , and, on the other hand, her marital status : as an unmarried woman, she was expecting her second child. The German Bishops' Conference intervened with the CDU / CSU leadership and considered in a pastoral letter to delimit their ideas about family policy from those of the Union.

She was chairwoman of the women's union in the Potsdam-Mittelmark district association and a board member of the CDU Potsdam-Mittelmark district association. After the district chairman Wieland Niekisch resigned from his office in the neighboring association Potsdam after massive internal party pressure, Reiche decided to switch to the district association of the CDU Potsdam and apply for the district chairmanship at the district party conference on July 8, 2008. This led to a candidate for a fight between Reiche and Hans-Wilhelm Dünn, who had already been nominated by the district association, which Reiche won with 152 to 129 votes. In autumn 2009 she was confirmed in office without any opponents.

During the coalition agreements between the CDU / CSU and the FDP after the federal election in 2009 , the coalition partners agreed to appoint rich people as Parliamentary State Secretary in the Federal Environment Ministry .

In the new election of the district chairman of the CDU Potsdam, the entrepreneur and former professional water polo player Andreas Ehrl surprisingly competed against Katherina Reiche. On April 1, 2011, Reiche was able to narrowly prevail against Ehrl at the district party conference with 97 to 91 votes. In the eyes of many members, Reiche was not sufficiently successful in uniting the strongly divided district association.

On March 22, 2013, the members of the CDU re-elected Potsdam Reiche as district chair with a result of 73 percent. With 82.19 percent of the vote, Reiche was elected district chairman of the CDU Potsdam for the fourth time on September 2, 2014.

After resigning from her Bundestag mandate, she also resigned from the chairmanship of the CDU Potsdam on September 9, 2015. Steeven Bretz was elected as her successor .

From 1998 to 2015 Katherina Reiche was a member of the German Bundestag . From 2002 to 2005 she was chairwoman of the education and research working group of the CDU / CSU parliamentary group .

On November 29, 2005, she was elected deputy group chairman for the areas of education and research, as well as the environment, nature conservation and reactor safety.

In the 2013 federal election, she ran for the CDU in constituency 61 in Brandenburg. At the CDU assembly meeting in October 2012, she prevailed with 223 to 184 votes against Saskia Ludwig, who had recently resigned as party and parliamentary group leader . Due to the large number of participants, initially only CDU members were allowed into the assembly room - however, all press representatives were not allowed to participate. Since the journalists from daily newspapers, radio and TV stations as well as news agencies were only shown the event in an adjoining room, without being able to make their own impression, media representatives spoke of press censorship .

In the federal election on September 22, 2013, Katherina Reiche won her constituency directly (32.6 percent of the first votes). Compared to 2009, Reiche gained around 18,000 first votes.

After Reiche had taken on the role of Parliamentary State Secretary at the Federal Minister of Transport and Digital Infrastructure since October 22, 2013, the office was officially transferred to her on December 17, 2013. At the beginning of February 2015 it became known that the wealthy wanted to switch to business. At the end of September 4, 2015, she left the Bundestag. The Bundestag mandate was not filled again because Andrea Voßhoff, the only remaining successor on the Brandenburg CDU state list, did not accept it (a Bundestag mandate would not be compatible with her work as data protection officer).

After completing her studies, Reiche worked as a research assistant at the University of Potsdam until 1998.

Since September 1, 2015, Katherina Reiche has been Managing Director of the Association of Municipal Companies . In addition, she was elected President of the Federal Association of Public Services (bvöd) on October 29, 2015.

Other engagement

As a member of a parents' initiative, Reiche campaigned for the reopening of the Catholic Marienschule in Potsdam. With the "Potsdam Model", Reiche proposed solutions for the Potsdam School Development Plan.

Reiche campaigned for the promotion of the Werderaner Bismarckhöhe by the federal government and for the renovation of the Teltow cemetery chapel.

Katherina Reiche was a partner in Luckenwalder Hesco GmbH, which was the subject of an investigation into serious white-collar crime. Public prosecutor's findings brought wealthy people into distress during the long trial. In 2013 the Federal Court of Justice granted the appeal against the 2011 conviction of Reich's parents by the Potsdam Regional Court in large parts. According to the BGH, the conviction did not stand up to the “legal examination”.

Katherina Reiche has been married to CDU politician Sven Petke since 2003 and is the mother of three children.

Positions

Use of nuclear energy

Reiche defended nuclear energy for years in line with the CDU party line : Among other things, it repeatedly stated that nuclear energy is CO 2 -free, that it contributes around 30 percent to electricity production and is therefore not so easy to replace. In 2006, Reiche questioned parts of the coalition agreement in which the Union and the SPD had agreed in 2005 that the exit decision of 2000 (“ nuclear consensus ”) should stand. Reiche said that the coalition agreement was “not a call for a ban on thinking [...] Without longer periods , we are faced with the choice of building new fossil fuel power plants , which runs counter to climate protection goals.” In the same context, she said in 2006 that renewable energies are not yet available on the level of traditional energies and not yet as economical; and spoke out in favor of extending the terms . This actually happened in autumn 2010 under the new government with the FDP. However, just a few months later, the day after the start of the Fukushima nuclear disaster, the Chancellor revised her nuclear policy and initiated another nuclear phase-out , which implied the immediate and permanent shutdown of eight of the 17 nuclear power plants in Germany at the time .

Reiche repeatedly requested Gorleben as a location for a repository . Among other things, she explained that the Asse mine had been used as a salt mine from 1909 to 1964 and was therefore full of holes and that the salt dome in Gorleben was intact. In 2009 she declared that the Gorleben blockade was "politically motivated" and in the event of an election victory the Union could resume exploration. In February 2009, Reiche asked for thought to be given to building new nuclear power plants in Germany. She took an active part in the discussion about extending the service life of German nuclear power plants and voted in favor of this in autumn 2010.

Genetic engineering

After the Federal Consumers Ministry refused to grant the researcher Joachim Schiemann funding for a project on the biological safety of transgenic plants in 2005, Reiche declared that scientists would be banned from research and silenced. Green genetic engineering would be dried up and should starve to death on the long, outstretched arm of Minister Renate Künast . Reiche drew parallels with the persecution of scientists during Stalinism . In the same year, Reiche called militant anti-genetic engineering opponents “bio-terrorists” and denounced their alleged tolerance by the red-green government as a scandal because they hindered genetic engineering and wanted to campaign with fears of the future . She also spoke out in favor of the use of genetic engineering in agriculture (" green genetic engineering "). In this context, Reiche stated: “Germany must finally seize the opportunity and enter the future industries so that our country can look up again. Around 80 million hectares of genetically engineered varieties are already being cultivated worldwide without any safety risk or damage. The worldwide experience and also the test cultivation carried out in Germany last year show that an undisturbed coexistence of conventional, ecological and genetic engineering is possible.
