Konstantin Valerjewitsch Malofejew ( Russian Константин Валерьевич Малофеев ; born July 3, 1974 in Pushchino , Moscow Oblast , Soviet Union ) is a Russian oligarch . He is the founder and managing director of the international investment fund Marshall Capital Partners . He is a member of the "League of Internet Security" (Лига безопасного интернета), from which the Russian state media regulator Roskomnadzor purchases software and internet filters . Malofeyev is involved in the creation of blacklists for websites. He is also Chairman of the Board of Directors of the St. Basil the Great Foundation . His personal wealth is estimated at two billion US dollars .

According to information from the Ukrainian Ministry of the Interior, Malofeyev supports and finances the separatists in eastern Ukraine. Malofejew describes himself as an “ orthodox monarchist” who sees Russia as the “legal successor to the Russian empire” and for this reason wants to revive tsarism . Views
