The district police authority ( KPB ) is a department of some police forces in North Rhine-Westphalia and Baden-Württemberg , which is responsible for the district area . The term describes different authorities with very different tasks.

Baden-Württemberg

In Baden-Württemberg, where, in contrast to most other federal states, all authorities active in the area of hazard prevention are referred to as police , the lower administrative authorities ( district offices , city administrations in urban districts and large district towns ) are considered the district police authority for their service area. Your task is to avert dangers to public safety or order (hazard defense), unless the responsibility of a special police authority (e.g. the building authority as the building police, the water authority as the water police, the trade supervisory authority as the trade police, etc.) and if not the responsibility of a higher or niedereren police Department (for. example, the municipal administrations of the municipalities belonging as local police or the Regierungspräsidien as national police agency) is given. The legal basis is the Police Act for Baden-Württemberg and Section 13 (1) No. 1 of the State Administration Act for Baden-Württemberg.

Furthermore, the district police authorities exercise the official and technical supervision of the local police authorities in the district area (with the exception of the large district towns).

North Rhine-Westphalia

A district police authority in North Rhine-Westphalia is an organizational unit of the prison police for the area of ​​a district or an independent city . Other regional layouts apply to Bochum / Herne / Ennepe-Ruhr district , Bonn / Rhein-Sieg district , Dortmund / Unna district , Essen / Mülheim an der Ruhr , Cologne / Leverkusen , Recklinghausen / Bottrop district and Wuppertal / Remscheid / Solingen .

The district police authority in the districts is led by the district administrator , if it belongs to an independent city, by a police chief . These authorities are then called Police Headquarters accordingly . The same applies to the police authority in the Aachen city region . The work of the district police authorities is accompanied by a police advisory board. In addition, there is the staff council , a data protection officer and an equality officer who uphold the relevant rights.

The district police authority is part of the state police and not the self-administration of the district. It is organizationally separated from the local regulatory authorities , which, in contrast to the district police authority, are part of the city or local authority . Just like the local regulatory authorities, the police have to ward off dangers to public safety and order .

There are currently 47 district police authorities (18 of which are police headquarters). For several years there have been considerations to reduce the number of police forces. About 16 major authorities were to be created. This was justified by the fact that the new means of telecommunications and data networking made such a restructuring possible and staff saved. After the change of government in 2005, however, these reform plans were reduced; only the district police authorities of Leverkusen ( Cologne ) and Mülheim an der Ruhr ( Essen ) were dissolved in 2007.

In addition, the formerly independent authority of the water police was dissolved and placed under the Duisburg Police Headquarters.

The police authorities responsible for the motorways in North Rhine-Westphalia were the police presidents in Bielefeld (for the administrative district of Detmold ), Dortmund (for the administrative district of Arnsberg ), Düsseldorf (for the administrative district of the same name ), Cologne (for the administrative district of the same name ) and Münster (for the administrative district of the same name ).

Reorganization in the "management model"

With the organizational decree of December 21, 2010, the Ministry of the Interior and Local Affairs in North Rhine-Westphalia wanted to eliminate the actual organizational growth within the district police authorities.

All district police authorities must adopt a largely uniform organizational structure by January 1, 2012 at the latest, although certain differences between police headquarters and authorities that are subordinate to a district administrator inevitably remain.

The Police President (PP) reports directly to the Danger Defense / Operation (GE), Crime (K), Traffic (V) and Central Tasks (ZA) directorates, while a police department head (ALPol) is interposed in the district authorities. PP and ALPol make use of a management team that is mainly responsible for the areas of strategy and public relations.

The daily police business is incumbent on the directorates. The directors are supported by management positions, in the area of ​​ZA (administration) if required by a management office. In addition to the command center, there is a second staff service in the GE Directorate: the command and control service / control center.

This so-called "core task-oriented" organizational structure is intended to strengthen the responsibility of the respective specialist strategy. However, new interface problems could have a negative effect on the cooperation between the directorates.

The police headquarters, which are responsible for the motorway police, attached them to Directorate V as Traffic Inspectorate 3.

Legacy organization (2-department model)

In some cases, the district police authorities were divided into the Danger Defense / Prosecution (GS) and Administration / Logistics (VL) departments, but the latter were often integrated as the Organization of Central Tasks (ZA). In addition to the administrative apparatus ( human resources , budget , procurement , advanced training , information and communication technology ), VL and ZA were also responsible for public relations and press spokespersons as well as assembly and gun law .

Danger prevention / criminal prosecution department: The GS department is divided into the department staff and subdivisions. The department staff included the management and situation service (often with the control center ) and specialist officers for the areas of operations , crime control and traffic (often as departments ).

The subdivisions consisted of the Central Fight against Crime (specialized clerks) and local police inspections or the Crime, Traffic and Operations Directorates.

The subdivisions were in turn divided into the command post, investigation commissariate (crime or traffic) and the commissariat prevention, traffic service, motorcycle groups and police (main) guards. The latter consisted of the guard service, the district service, the task forces and the dog handlers.

The former name of the police post for the district service was changed with the centralization of the fight against crime. The police stations were converted into police (main) guards.
