State Committee of Catholics in Bavaria

The State Committee of Catholics in Bavaria is the amalgamation of the diocesan councils of the Bavarian dioceses and the ecclesiastically recognized organizations and institutions active at the state level. It is the organ recognized by the Bavarian Bishops' Conference in the sense of the Council Decree on the Apostolate of the Laity (No. 26) for the coordination of the forces of the lay apostolate and for the promotion of the apostolic activity of the Church . The organization is based in Munich.

The national committee has the task

  • to observe developments in social, political and church life and to represent Catholics' concerns of national political importance in public;
  • to give ideas for the apostolic work of the Church and Catholics in society ;

  • to prepare and, if necessary, carry out joint initiatives and events of the Catholics;
  • to participate in church decisions in the supra-diocesan area of ​​the Bavarian dioceses and to advise the Bavarian Bishops' Conference on questions of church, social and state life.

history

The state committee was founded on April 28, 1951 in Regensburg as the "State Committee of Catholic Action in Bavaria". The then President of the Catholic Action in the Diocese of Regensburg , Eugen Rucker, justified the invitation to this founding meeting with the decision of the Bavarian members of the Central Committee of German Catholics on April 13, 1951. This was preceded by a "memorandum" of the Catholic Action in the Diocese of Passau from January 1951, in which the "organizational consolidation of all Catholic associations and individuals eligible for the activity of the active lay apostolate for the purposeful awakening and promotion of Catholic thought and life in all relevant areas" was sought in Bavaria .

In the post-war years, the “Central Committee of the German Catholic Days” was to be transformed into the “Action Committee for Catholic Action in the Dioceses of the Federal Republic”. The state committee of the Catholic Action in Bavaria should therefore be the start of a whole series of amalgamations of the Catholic Action on a state basis in the then Federal Republic. To date, however, there is only one regional Catholic committee in Lower Saxony in addition to the state committee of Catholics in Bavaria.

In the founding protocol it was stated that this union was also in the interest of the best possible cooperation with the Central Committee of German Catholics . In addition, there is the fact that there is a separate concordat between the Holy See in Rome and Bavaria , that the Bavarian bishops deal with their affairs separately in the Bavarian Bishops' Conference , and that Bavaria is an independent state with legislation and administration.

The first president of the state committee of the Catholic Action in Bavaria was Eugen Rucker, the President of the Catholic Action in the diocese of Regensburg . He was followed in May 1955 by Franz Eser, a scientist at the Philosophical-Theological University in Passau and President of the Catholic Action in the Diocese of Passau . He is also the namesake for the "Franz Eser Medal", which has been awarded for the first time since 2006 and is awarded to people who have made a special contribution to the lay apostolate in Bavaria. In April 1963 Heinrich Kuen from Erlangen was elected as the new President of the Catholic Action in Bavaria. Until April 1968, he directed the fortunes of the State Committee of Catholic Action in Bavaria.

From 1962 to 1965 the Second Vatican Council took place in Rome and brought new impulses to the theology of the community and thus also to the members of the Catholic Action at parish level, who until then had been appointed exclusively by pastors. With the renaming of the parish committees to “ parish councils ”, an election of initially one third (later two thirds) of the members went hand in hand. At the diocesan level, the Catholic Action was renamed the “ Diocesan Council of Catholics ” and at the state level as the “National Committee of Catholics”. During this period of upheaval there was also a change in the chairmanship of the national committee.

In the spring of 1968 Ludwig Lillig, chairman of the diocesan council of Catholics in the Archdiocese of Munich and Freising , was elected as the new chairman of the state committee. He chaired the national committee until 1989, that is for 21 years. Ermin Brießmann, who was in office until 1993, succeeded him, first in the diocesan chairmanship and later in the state committee. The former chairman of the diocesan council of Catholics in the diocese of Eichstätt , Bernhard Sutor , was chairman of the state committee from 1993 to 2001 for a total of 8 years .

On April 28, 2001, the state committee was able to look back on its founding 50 years ago in Regensburg as part of a festive event. At this anniversary general assembly , Helmut Mangold, former head of the research department for signal processing and telematics at Daimler and chairman of the diocesan council of Catholics in the diocese of Augsburg , was elected as the new chairman of the state committee.

After eight years, Helmut Mangold did not run for any further term. At the suggestion of the Executive Committee, the members of the State Committee of Catholics in Bavaria elected the President of the Federal Office for Migration and Refugees, Albert Schmid , as their new Chairman on March 28, 2009 during the spring plenary meeting in Bamberg . Schmid had already been appointed to the full assembly of the state committee in 1993 as the chairman of the SPD parliamentary group in the Bavarian state parliament . On April 20, 2013, Albert Schmid was re-elected as chairman by the general assembly in Würzburg for a further term until spring 2017.

On March 25, 2017, at the full assembly of the state committee in Eichstätt, Albert Schmid no longer stood for a new term of office. For the first time, there were two people to vote in the General Assembly: Joachim Unterländer and Renate Oxenknecht-Witzsch . The CSU state parliament member Joachim Unterländer achieved the necessary majority of 63 eligible voters with 32 votes and was elected as the new chairman of the state committee for the electoral period from 2017 to 2021. The members elected to represent him: Michael Eibl, Director of the Catholic Youth Welfare Service in the Diocese of Regensburg, Monika Meier-Pojda, Managing Director of the Social Service of Catholic Women (SkF) in Bavaria, and Elfriede Schießleder, State Chairwoman of the Catholic German Women's Association (KDFB) in Bavaria.

The chairperson of the diocesan council and another representative, the clerical representative in the diocesan council and the managing director of the diocesan council are sent from each diocese , so that a total of 28 people from the seven Bavarian dioceses are represented in the state committee. The magazine “Gemeinde creativ” appears every two months in A4 format and with a length of 32 pages ./ The magazine is designed especially for Catholic volunteers in councils, associations, organizations and church administrations, but also for full-time employees in the Catholic Church.

The state committee publishes information brochures in the two series “Zeitansage” and “Pro Praxis” at irregular intervals. The magazine "Gemeinde creativ" appears regularly, every two months, as information for the members of the parish councils and Catholic associations in Bavaria.
