Provincial Council (Saar area)

The provincial government was from 1922 to 1935 without the legislative functions equipped popular representation of the Saar .

The Treaty of Versailles saw in terms of the legislation in the Saar before that legislative amendments to the elected representatives of the people are given the opportunity has to give its opinion (§§ 23 and 26 of the annex to the Art. 45 to 50). For this purpose, the government commission of the Saar area ordered on March 24, 1922 to set up a regional council (Official Gazette p. 41).

The Provincial Council had an exclusively advisory role. He was only allowed to advise on the subjects mentioned in the Versailles Treaty. Negotiations, motions and resolutions going beyond this were ineffective and could be declared invalid by the government commission.

The National Council had 30 members who were originally to be elected for three years, but were elected for four years from 1924. The elections took place according to general, equal, direct and secret list voting . All Saar residents who had reached the age of 20 were entitled to vote. All persons entitled to vote who had reached the age of 25, came from and lived in the Saar area were eligible for election; In addition, the candidates were not allowed to be members of a non-Saarland representation or hold a public office outside the Saar area.

The President of the Government Commission appointed the President of the Provincial Council. Bartholomäus Koßmann ( center ) held the office of regional council president until 1924 , then Peter Scheuer (center).

After the reintegration of the Saar region into the German Reich in 1935, the regional council was abolished in accordance with Section 6 of the Act on the Provisional Administration of the Saarland ( RGBl.  I p.  66 ).
