After the state elections in 1984 , the size of the government team remained unchanged with eight members. The Austrian People's Party (ÖVP) provided six members of the government unchanged, with the right to the governor, a deputy governor and four provincial councilors. The Social Democratic Party of Austria (SPÖ) was also represented in the state government by a deputy governor due to the proportional representation system, and the SPÖ also provided a state councilor. There were initially no changes compared to the previous Wallnöfer V government . During the tenure, Luis Bassetti left the government on October 29, 1986. Franz Kranebitter followed him on the same day .

While Governor Wallnöfer was elected with 32 of the 36 possible votes, with four invalid votes, the election of the remaining members of the government took place according to proportional representation through the written nomination of the government members by the two state parliament clubs of the ÖVP and SPÖ.
