The provincial government van Staa I formed the Tyrolean provincial government from Herwig van Staa's assumption of office in 2002 to the state elections in 2003.

After Wendelin Weingartner's resignation as governor of Tyrol, the previous mayor of Innsbruck took over the office of governor. He was sworn in on October 26, 2002 and was in charge of official business until the state election on September 28, 2003. During his first term as governor, there were changes in the state government. Günther Platter was sworn in as Minister of Defense after the 2002 National Council election in February 2003. For him, Anna Hosp was sworn in on March 26, 2003 as a state councilor. Anna Hosp received the business areas of personnel and transport from Governor van Staa, the residential construction from Regional Councilor Zanon and the citizenship department from Günther Platter. The other business areas Günther Platters took over primarily State Councilor Zanon.
