Livingston Tallmadge Merchant (born November 23, 1903 in New York City , † May 15, 1976 in Washington, DC ) was an American diplomat who was not only twice ambassador of the United States to Canada , but also as United States Under Secretary of State also held the third highest post in the United States Department of State for Political Affairs .

Life

After attending the Hotchkiss School , Merchant began studying at Princeton University in 1922 , from which he graduated in 1926 with a Bachelor of Arts (BA). His professional career began in 1930 as a partner and investment advisor of Scudder, Stevens & Clark , where he worked until 1,942th

After completing his work there, he joined the Foreign Ministry in 1942 and was initially assistant chief of the department for defense materials and then from 1943 to 1944 chief of the department for blockade and supply. After a brief period as chief of the department for the Eastern Hemisphere, he was chief of the department for economics in war zones between 1944 and 1945 and then in 1945 special assistant to an Assistant Secretary of State .

In 1945 he was appointed counselor for economics at the embassy in France , but returned to the USA in 1946, where he became head of the Department of Aviation at the State Department. This was followed in 1948 he was appointed Deputy Director of the Office of Transport and Communications, and then after a stint at the US mission in Nanjing in 1948 from 1949 to 1951 as Deputy Assistant Secretary for Far Eastern affairs concerning ( Deputy Assistant Secretary of State for Far East Affairs ).

After working as a special assistant for mutual security matters, between 1952 and 1953 he was Deputy US Special Representative in Europe to the North Atlantic Council , based in Paris . He then returned to the State Department and was Assistant Secretary of State for European Affairs from 1953 to 1956 . Thereafter, Merchant was first Ambassador to Canada between 1956 and 1958 and then again Assistant Secretary of State for European Affairs. He then held from 1959 to 1961 as Under Secretary of State for Political Affairs and the third highest post in the US State Department. Most recently, Merchant, who also worked for the Council on Foreign Relations , succeeded Richard B. Wigglesworth as ambassador to Canada again between 1961 and 1962.

Later he was the special commissioner for the development of a multilateral NATO nuclear force between 1962 and 1963 and from 1965 to 1968 he was the US executive director at the World Bank .

His collected writings and correspondence from 1944 to 1972 are in the library of Princeton University.
