Arnold Kanter
Arnold Lee Kanter (born February 27, 1945 in Chicago , Illinois , † April 10, 2010 in Baltimore , Maryland ) was an American diplomat who served as the United States Under Secretary of State for Political Affairs, the third highest post in the United States Department of State clothed.
Life
After attending school, Kanter studied at the University of Michigan , where he earned a Bachelor of Science degree in 1966 . He then completed a postgraduate degree in political science at Yale University in 1969 with a Master of Philosophy, before earning a Philosophiae Doctor (Ph.D.) from Yale University in 1975 . During his studies he became a member of the academic association Phi Beta Kappa .
In 1977 he joined the US State Department, where he initially worked until 1985 and was part of the Defense Policy Board. He then moved to the Rand Corporation think tank , where he was not only Associate Director for International Security and Defense Programs until 1989, but also Director of the Program for National Security Strategies. After leaving the Rand Corporation, he stayed with the Rand Corporation as a Senior Fellow and was Executive Director for Defense Policy and Arms Control of the National Security Council between 1989 and 1991 .
In October 1991 he returned to the State Department and until January 1993 was Under Secretary of State for Political Affairs, the third highest post in the United States Department of State. In this capacity, he held talks in 1992 in New York City with the Secretary of the Labor Party of Korea Kim Yong-sun and with the Deputy Foreign Minister of North Korea Kim Kye-kwan .
After retiring from government service, from 1994 until his death, Kanter was a partner in The Scowcroft Group , a consulting firm founded by former National Security Advisor Brent Scowcroft . During this time he was also a member of the President's Intelligence Advisory Board from 2001 to 2003.
Kanter, who also held professorships at Ohio State University and the University of Michigan, has also worked for numerous other foreign and security policy organizations and other institutions such as the Trilateral Commission , the Brookings Institution , the International Institute for Strategic Studies and the Markle Foundation .
He was also a member of the Board of Directors of the Atlantic Council, a member of the Aspen Institute's strategy group , chairman of a Round Table on National Security of the Council on Foreign Relations and a senior associate of the Forum for International Policy.
