Luis Manuel Capoulas Santos (born August 22, 1951 in Montemor-o-Novo ) is a Portuguese politician of the Partido Socialista , who was Minister of Agriculture, Rural Development and Fisheries between 1998 and 2002 and Minister of Agriculture, Rural Development since 2015 and fishing is.
Life
Santos studied sociology at the University of Évora and graduated with a licentiate . He then worked from 1977 to 1991 as a senior technician and civil servant in the Ministry of Agriculture.
In 1991, as a candidate for the Partido Socialista , he became a member of the Assembly of the Republic ( Assembleia da República ) for the first time and was a member of this as a representative of the Évora constituency until 1995. He was then from October 31, 1991 to October 28, 1995 State Secretary for Agriculture and Rural Development (Secretário de Estado da Agricultura e do Desenvolvimento Rural) in the third cabinet (XII Governo Constitucional) of Prime Minister Aníbal Cavaco Silva . In the following first cabinet (XIII Governo Constitucional) of Prime Minister António Guterres he acted between October 3, 1998 and October 25, 1999 as the successor to Fernando Gomes da Silva as Minister of Agriculture, Rural Development and Fisheries (Ministro da Agricultura, do Desenvolvimento Rural e das Pescas) . From October 25, 1999 to April 6, 2002, he also held the office of Minister for Agriculture, Rural Development and Fisheries in Guterre's second cabinet (XIV Governo Constitucional) .
After Capoulas Santos was again a member of the Assembleia da República between 2002 and 2004 , he was elected to the European Parliament in the 2004 European elections and was a member of it until the 2014 European elections . During this time he was first a member of the Socialist Group and then from 14 July 2009 to 30 June 2009 a member of the resulting group of the Progressive Alliance of Social Democrats in the European Parliament . He was a member and deputy member of various committees of the European Parliament and from 2008 to 2013 the European Parliament's rapporteur for the Common Agricultural Policy (CAP). In addition, he last acted as deputy chairman of the delegation in the Euro-Latin American Parliamentary Assembly between September 16, 2009 and June 30, 2014.
In the election on October 4, 2015 , Capoulas Santos was initially re-elected as a member of the Assembleia da República . Six weeks later, on November 26, 2015, he again took over as Minister for Agriculture, Rural Development and Fisheries in the Cabinet (XXI Governo Constitucional) of Prime Minister António Costa .
