Life

Santos studied sociology at the University of Évora and graduated with a licentiate . He then worked from 1977 to 1991 as a senior technician and civil servant in the Ministry of Agriculture.

In 1991, as a candidate for the Partido Socialista , he became a member of the Assembly of the Republic ( Assembleia da República ) for the first time and was a member of this as a representative of the Évora constituency until 1995. He was a member and deputy member of various committees of the European Parliament and from 2008 to 2013 the European Parliament's rapporteur for the Common Agricultural Policy (CAP). In addition, he last acted as deputy chairman of the delegation in the Euro-Latin American Parliamentary Assembly between September 16, 2009 and June 30, 2014.

In the election on October 4, 2015 , Capoulas Santos was initially re-elected as a member of the Assembleia da República . Six weeks later, on November 26, 2015, he again took over as Minister for Agriculture, Rural Development and Fisheries in the Cabinet (XXI Governo Constitucional) of Prime Minister António Costa .
